Educational Qualifications
- Graduate Degree in Electrical, Industrial, Mechatronic, Mechanical, or Computer Engineering with focus on Energy and/or Technology
Professional experience
- At least 5 years in the water sector, with 3 years in energy, instrumentation, or control subsectors. Relevant PhD/lecturing may count toward this experience.
- Minimum 3 years with international cooperation organizations in the water sector.
- At least 1 year of experience in energy efficiency, renewable energy, SCADA, MMS, or equivalent technologies.
- Previous collaboration with municipal or private utility companies in Lebanon's water and wastewater sectors.
- Ability to formulate tender documents for third-party technical consultants in the water sector.
- Experience in energy auditing is beneficial.
- Proven skill in stakeholder partnership across government, private, and non-profit sectors.

- Fluency in English and Arabic (spoken and written).
- Strong interpersonal, social, and communication skills.

- Demonstrated knowledge of Lebanon's water sector, including regulations and stakeholders.

- Responsibilities
The Energy and Technology Advisor (Water and Sanitation) will be responsible for:
- Overseeing the technical and strategic aspects of project components related to energy and technology support to Water Establishments.
- Conducting technical supervision of service providers performing energy audits on wastewater facilities and third-party consultants overseeing wastewater treatment operations.
- Planning and developing new project components such as water source Metering and Monitoring Systems (MMS) along with associated energy, protection, and ICT systems.
- Reporting and liaising with the commission manager on project activities and adjusting project concepts when necessary.
- Collaborating with other GIZ units for technical expertise and knowledge sharing.
- Coordinating with national and international partners, including the Ministry of Energy and Water (MoEW), Water Establishments (WEs), and their supporting partners.
- Offering technical guidance to stakeholders on the mentioned project components.
- Managing project monitoring and evaluation (e.g., project reporting, timeline follow-up).

The position holder will:
- Plan and coordinate project measures alongside the MoEW and WE.
- Assist MoEW and WE in achieving project goals.
- Draft operational strategies and budgets.
- Manage consultant procurement, oversight, and quality assurance of deliverables.
- Maintain oversight and control of quality and timeliness of deliverables of service providers, works contractors, and suppliers.
- Organize capacity-building activities, like training plan creation with MoEW/WE.
- Monitor the effectiveness of capacity-building measures.
- Maintain robust relationships with the MoEW and selected Water Establishments.
- Ensure smooth communication with stakeholders in the water/wastewater sector.
- Support the commission manager with project planning and monitoring.
- Organize and report on meetings, workshops, and other events in collaboration with MoEW and WE; participate in relevant forums as delegated by the commission manager (e.g. thematic taskforces and working groups).
- Represent the project as needed in meetings and workshops.
- Carry out additional duties as directed by the commission manager.
Project Description: About"Enhancing Water Resource Management"*
Lebanon faces major challenges in its efforts to improve wastewater management. Although the Lebanese Government, together with Supporting Partners (SPs), is seeking to add to or complete unfinished systems and put them into operation, the requisite legal, financial, institutional, and organisational framework for sustainable wastewater management is currently not in place. GIZ “Enhancing Water Resource Management” (WAMA) project’s objective is therefore: The foundation has been laid for improving the legal, financial, institutional, and organisational framework for wastewater management. For this the project targets four major fields of activities. (1) An energy-efficient sewage sludge management system has been piloted by a selected WE at a wastewater treatment plant. (2) The conditions for increasing the technical and financial capacities of one WE have improved. (3) Conditions for WEs to assume responsibility for wastewater collection and treatment have improved. (4) Lebanese participation in outreach activities and the sharing of information on water and wastewater sector issues has increased. GIZ is looking for a Energy and Technology advisor to accompany fields of activity (2) and (3)
