Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities. 
 

The FSL Field Officer will be responsible of:

The Food Security and Livelihood department of Zahle base is implementing a program aimed at enhancing the food and nutrition security in Bekaa . currently, FSL department implements Cash for work, cash for for most vulnerable households, and also enhance the knowledge on best hygiene practices. FSL department also closely collaborate with Nutrition department to implement integrated FSL and Nutrition activities.

The FSL Field Officer should expect to spend most of the working hours on the field conducting assessment and monitoring the activities. S/He is expected to be resistant to stress, as s/he will be working in versatile environment.

Objective 1:  Ensure implementation of Food Security and Livelihood activities (60%)

  • To actively engage in the beneficiary and selection process under the guidance of Head of Project (HoP)
  • To conduct site visits, focus group discussions and key informant interviews upon the request of the FSL & Nut HoP
  • To provide verbal and written reports on the activities to the HoP  as and when needed
  • To ensure the daily workers are supporting the programme as requested

Objective 2:  Monitoring and follow up of the quality of the food security and livelihoods activities.(40%)

  • To actively engage in the identification, and multisectoral vulnerability assessment of the cash distribution
  • To participate in the briefing and induction sessions given to stakeholders once needed
  • To participate in the cash for food  transfer modality  and in the organisation and follow up of baseline, end line and PDM
  • To actively be engaged on the monitoring of the cash transfer and the  usage of money from beneficiaries’ side
  • To provide verbal and written reports on the activities to the HoP   when needed
  • To ensure all  cash’s Means of Verification (MoV) are collected and archived

Objective 3:  To support other humanitarian activities of ACF upon the request of the PM.

  • To support the emergency interventions of ACF upon the request of the HoP/PM 
  • To support  assessment and monitoring activities of ACF upon request
  • To attend meetings with local stakeholders, beneficiaries and non-beneficiaries, upon request
  • To support Nutrition team in conducting awareness sessions when needed

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Gender & Safeguarding

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.

Requirements:

  • BS in Agricultural/Environmental Sciences, Food Safety, or any other related background
  • Knowledge on cash based program Knowledge on food security
  • Experience in working in the Bekaa with refugee Experience in emergency distribution Experience in community based programming Experience in cash based program
  • Native Arabic and English compulsory Good skills in Microsoft Word, Excel, Outlook and power point
