CONTEXT
Within the IT unit of MSF OCB (Operational Centre Brussels), the Field ICT team's mission is to develop, deploy and maintain an accessible, reliable, and secure ICT ecosystem that supports and facilitates MSF OCB's operations in the field. Over the past two years, the team has been working to deploy an entirely new infrastructure that provides missions and projects with the solid foundation for further digital transformation.
An accessible, reliable, and secure ICT ecosystem is essential for MSF OCB's operations. MSF OCB’s activities are increasingly numerous and complex and involve the use and deployment of digital tools. In this context, ensuring a quality-oriented approach to field IT is paramount and is the cornerstone of future digitalization.
The recent pandemic has demonstrated the essential role of digital tools for business continuity and has been an accelerating factor in the adoption of new working methods induced by recentralization and networked OC approaches. Innovative short- and long-term ICT solutions, adapted to the different operational realities of MSF OCB, focused on the health of beneficiaries and staff, and adapted to contexts or environments, are needed.
With the support of the Logistic Officer of the cell (LogCell) and Field ICT Coordinator, as Field ICT regional operating Partner, you have overall responsibility for serving as a strategic interface with the missions and projects of the region for the purpose of developing operational ICT strategy, designing solutions, orchestrating and Deployments, service management and risk management. You serve as a link between missions and projects on the one hand and Unit ICT on the other hand at operational level. You are also responsible for the ICT aspects of emergency preparedness (e-Prep).
Based in Beirut, you are part of the Field ICT team within the ICT unit of OCB's General Management and reports to the Field ICT Coordinator. The Field ICT team is composed of a Coordinator, Field ICT specialists, Regional operations partners, a Field ICT solutions referent, a Field ICT workstation management referent and a Mobile implementation officer (MIO).
RESPONSIBILITIES
The main objective of the Regional Field ICT Operational Partner is to proactively analyse needs and propose operational solutions in the region, to serve as the main link between missions and projects in the region and the ICT unit at headquarters level, to provide skills, high added-value support, and advice.
- Implement or improve field practices related to the effective and efficient design, deployment, management, and use of the ICT ecosystem.
- Be dedicated to the operational and strategic needs of ICT missions and projects and provides the ICT unit with information on the implementation of the ICT vision and strategy on the ground.
- Be the central point for operational requests and identify, define, and propose solutions and strategies that meet the needs expressed by the logistics coordinators and LogCell in its geographical area, in collaboration with the coordinator and the Field ICT team.
- Contribute with the Field ICT Coordinator and the LogCell by giving feedback on the functional state of ICT ecosystem conditions in missions and projects.
- Identify, define, and propose to missions and projects solutions and strategies that reduce the environmental footprint of the ICT ecosystem.
- Orchestrate the deployment of ICT applications and solutions in the region, considering operational constraints, capabilities, and priorities.
- Identify the recurring patterns underlying the problems encountered (issue patterns) and propose structural mitigation solutions.
- Organize the ICT component of emergency preparedness at regional level: hardware and software solutions, staff training, ...
- Evaluate in the field the possibilities and advantages of collaboration with other technical families: Construction, Mobility, Telecom, Environmental Health (Water and Sanitation), Biomed, Management of Health Establishments, GIS, IKM, ....
- Anticipate ICT needs (hardware, software, user training...) with current / future operations.
- Contribute to the ICT community of practice in the region and inter-operational centres (OC’s).
- Develop links with Supply teams at regional level and at MSF Supply.
REQUIREMENTS
Education & Experience
- ICT engineering education, or equivalent by experience.
- Minimum 5 years professional experience in ICT projects including at least 3 years with MSF or another International NGO operating in similar contexts, with a robust understanding of the ICT ecosystem in the field.
- Professional experience in the Middle East region is an asset.
- Professional experience working in health facilities is an asset.
- Proven experience in coaching and training staff.

CONDITIONS
- Expected starting date: November 2023
- Location: Beirut (Lebanon)
- Mobility up to 70% of field visits in the region
- Type of contract: Fixed term contract – Full time
- Contract duration: 12 months (extension could be evaluated according to needs and their evolution)
- Salary according to MSF OCB field salary grid
- The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids.
