Terms of Reference - Web and Digital Communication Consultant

BACKGROUND:

The ILO is implementing the project “Women in Management Initiative (WIMIN on supporting women to reach management and leadership positions in firms and workers’ and employers’ organisations”. Through this intervention, which covers Lebanon ILO fosters the participation of Lebanese women in management and leadership positions in employers and workers organizations and in selected firms. It is based on the theory of change that if women had the opportunity to rise to senior positions, and firms and organisations had the information and support on promoting gender equality, it would help women, employers’ and workers’ organisations, and firms, reach 33 percent critical mass, at which organisational change towards gender equality is seen to be catalysed. For workers’ and employers’ organisations this means increasing the number of female members and developing their capacity to progress and reach.

To contribute to the objectives of the WIMIN initiative and assist The National Federation of Employees’ and Workers’ Unions in Lebanon (FENASOL) in extending its engagement with female workers, in accordance with the suggestions outlined in the Participatory Gender Audit evaluation conducted in January 2023, the ILO is providing support to FENASOL for the enhancement and activation of its website and social media channels with a focus on promoting gender inclusivity.

OBJECTIVE

The web and digital communication consultant will support FENASOL in activating and developing its website and social media platforms to be gender sensitive, promote gender equality and reflect women workers concerns and priorities.

SCOPE OF CONSULTANCY

  1. set up and maintain the FENASOL's website, by ensuring the website is user-friendly, visually appealing, and functions properly.
  2. Create or amend existing features that are inclusive and welcoming to women members, such as gender-neutral language, diverse imagery, and accessible design.
  3. Craft the content and messaging that resonate with women workers and align with FENASOL’s gender equality goals.
  4. Create and curate content that promotes FENASOL's commitment to gender equality and encourages women to join.

DELIVERABLES

Deliverables will be considered final once approved By the National Project coordinator and the Worker’s specialist.

Phase 1: develop a work plan and suggested changes to the website and social media platforms (Facebook, X, Instagram) in consultation with FENASOL and after assessing their website and other platforms. This would include:

Deliverable 1: content Analysis

  1. Review all website content, including text, images, and videos, to identify language or imagery that may be exclusive or biased.
  2. Identify list of content that needs to be revised or replaced with more gender-inclusive language and visuals.

Deliverable 2: develop Inclusive Content:

  1. Create new, gender-inclusive content that appeals to a diverse audience, including women. This may involve rewriting text, choosing more inclusive images, and creating relevant multimedia content.

Phase 2: Implement the approved plan and introduce the changes on the website, the social media platforms for a more gender inclusive language and to attract more women members

Deliverable 3: Website Updates:

  1. Implement the changes to the website, incorporating the gender-inclusive content and modifying the website's structure as necessary.
  2. Ensure that the website is user-friendly and accessible to all.

Deliverable 4: Social Media Strategy:

  1. Develop a social media strategy that aligns with the website changes. Determine how you will use your social media platforms to communicate inclusivity and attract more women members.
  2. Plan regular posts, campaigns, and engagement activities that reflect your inclusivity goals.

PAYMENT

One instalment based on the deliverables subject to the clearance of the ILO:

  • 50% will be paid upon completion of deliverables 1 and 2 as per the Deliverables section
  • 50% will be paid upon completion of deliverables 3 and 4 per the Deliverables section

EXPRESSION OF INTEREST

Expression of interest should include the below:

  • Workplan and number of workdays
  • Curriculum Vitae with evidence of work of a similar nature
  • Rate per day

QUALIFICATIONS

  • Education: web development and design,, communication arts, journalism, marketing,, public relations or related field.  
  • At least 5 years of relevant professional experience .
  • Experience in developing websites and working on social media platforms.
  • Experience working with trade unions is desired.
  • Knowledge and previous working experience within the field of labour, gender issues, and development.
