Health Information System Officer

PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

OVERALL MISSION 

1‐ GENERAL OBJECTIVE

Under the supervision of the Information Management Specialist, the Health Information System Officer will be responsible for management of all Health data, production of supportive analysis by way of charts and graphs for reporting, tools design, data centralization, managing ODK systems and leading the overall development of the information management systems in line with the IMA strategy and Health vision.

The Health Information System Officer will be supporting the Information Management Specialist in the follow up on the data generated from the implementation of different health projects by performing delegated related tasks such as data management, cleaning and most importantly data analysis, and thus, allowing PUI Health Department to have an oversight on the implementation across all projects implemented.

2‐ RESPONSIBILITIES AND TASKS

ROLE AND RESPONSIBILITIES          

Support the Information Management Specialist in following up on the proper implementation of data generation processes;

Support the Information Management Specialist in planning, developing, implementing, and testing system updates;

Provide timely, cleaned and organized data to support and guide the Health Department in Coordination in the decision making process;

The position will be supporting the Information Management Specialist to monitor the proper reporting process in diverse projects.

SPECIFIC OBJECTIVE AND LINKED ACTIVITIES 

1. TAKE PART IN INFORMATION MANAGEMENT

Manage data systems according to internal protocols and strategy development;

Develop additional data platforms under guidance from the IM Specialist and as needed;

Collect health data in a logical and coherent system that can be readily archived;

Ensure Phenics and other health databases are harmonized and constantly updated;

Provide a second and final quality check and data cleaning stage to ensure that data is of usable quality for the line manager;

Provide data analysis reporting following extraction templates or when needed based on line manager’s requests;

Produce other documentation (ad hoc) required by the field teams on request from line manager;

Translate data from Arabic into English and/or vice versa when deems necessary;

Conduct regular field visits to the PHCCs, provide recommendations and report to line manager in case of any challenge;

Provide progress report on weekly, bi‐weekly (short version), monthly basis or ad-hoc in regards to data generated from activities conducted at field level;

Suggest and implement improvements to Information Management processes in order to increase accuracy and/or simplify/streamline activities;

Prepare and develop essential databases and tools;

Contribute, after delegation, to the support and maintenance of developed databases/tools.

 

2. INFORMATION MANAGEMENT SYSTEMS DEVELOPMENT

 

Suggest and implement improvements to Information Management processes in order to increase accuracy and/or simplify/streamline activities;

Provide technical inputs to new database development with agreement of line manager;

Follow up on Phenics troubleshooting and missing features in direct link with the field team and report to the IM Specialist such matters;

Prepare background material for use in discussions and briefing sessions on HIS related issues;

Support the Information Management Specialist in information sharing whenever deemed necessary;

Support in data quality review meetings when delegated by Information Management Specialist;

Support in the establishment of effective flow of data from service delivery points to the Health Information System and ensure timely reporting on challenges faced by field teams to the Information Management Specialist.

 

3. ARCHIVING

 

Archive documents and data correctly according to internal SoPs;  

Ensure proper and regular back-up of data using agreed tools and SOP in coordination with the line manager;

Upload documents to the server or cloud drive to remain safe, accessible, organized and timely updated.

 

4. INTERNAL AND EXTERNAL REPORTING

 

Provide regular internal reporting on activities according to PU-AMI internal tools for the purposes of internal monitoring, donor reporting and coordination reporting (Activity Info, RAIS) or as needed (to be decided with Manager);

Prepare additional internal/external reports as needed;

Provide information needed for data analysis;

Produce high quality and timely information for proposals and reports when requested.

3- PRIORITIES OF THE DEPARTMENT  

Support Information Management Specialist to provide basic analysis/graphics according to the extraction templates;

Support in providing feedback and contribution to Information Management Specialist led database development;

Support the Information Management Specialist in maintaining  IT applications including ODK (Open-source mobile data collection platform);

Implement strategic developments related to IM within the unit led by the IM Specialist.

QUALIFICATIONS 

 

MANDATORY REQUIREMENTS

Language Skills: Fluent in English and Arabic, (speaking/reading/writing).

Education Degree: University degree or Technical diploma in an Information Management/ Computing related field.

Work experience: At least 2 years of experience in Information Management preferably with humanitarian organizations / NGOs.

Computer Skills :

Excellent knowledge in Data Manipulation and Report generation, preferably with MS Access.

Solid knowledge in data processing using MS Excel, and mail merge with MS Word.

Good experience in Data presentation/visualization in a well-structured, organized, and clear format using visual tools, especially charts.

Experience in structured Query Language (SQL)

Very good typing skills.

 Other knowledge:

Familiar with donor reporting systems is highly desirable.

Excellent data quality assurance, analysis, presentation and reporting skills.
