Job Purpose:
The Protection and BA Programme Manager will be responsible for the management of different protection & basic assistance projects. Accordingly, the person in this position will be responsible for quality implementation, monitoring, coordinating and supervising Concern’s Protection and BA Programme in Lebanon. The Programme Manager will maintain and further develop the existing programme and identify areas for further programming and geographical expansion. Additionally, manage budgets of the protection and basic assistance projects
The Programme Manager will provide protection & basic assistance technical support & capacity building when relevant.
The Programme manager will coordinate directly with Local partners.
Main duties & Responsibilities:
Programme Management, Development, Monitoring and Evaluation
- Oversee the day to day management of the Programme in line with agreed work plans and objectives.
- Develop and expand Concern‘s Protection and BA strategy in Lebanon as appropriate through the identification of needs and gaps and sourcing recourses to fill those gaps as necessary.
- Coordinate the Programme implementation closely with the local partners
- Manage the Protection and BA Programme information and management tools, ensuring that relevant work plans, tools and resources are adapted and refined as necessary to meet Programme objectives as defined in approved proposal.
- Provide technical support to managers and local partners on how to mainstream protection into their Programme and strengthen the capacity of key staff to analyze situations in protection terms.
- Provide regular progress reports on achievements against approved Programme proposal and other updates as necessary.
- Ensure continuous learning by applying lessons learned to the on-going implementation of the Programme.
- Ensure the effective management of donor grants through the creation of reports Participate in the design and application of Quality and Accountability initiatives in the Concern country Programme.
- Ensure smooth coordination and exchange of information with local partners
Financial Management:
- Manage the Protection Programme budget in Lebanon, ensuring that Programme expenditure is maintained and managed as per agreed budgets
- Ensure that Concerns’ financial systems are adhered to and those of relevant donors
- Participate in the budget planning and revision exercises on a regular basis in coordination with the Finance team ensuring that the Protection budget and expenditure is accurate and realistic.
Technical Support:
- Provide technical support, advice and direction to Concern’s Lebanon Programme and operations on protection and equality, including reviewing relevant job descriptions & protection & basic assistance recruitment support, proposals, donor reports and communication materials, as you will be requested from time to time.
- Ensure that gender-based violence and children protection case management services across Concern’s operational areas in Lebanon are implemented according to national SOPs, best practice and minimum standards, and champion evidence based innovative adaptations as appropriate. Additionally, support the CP & GBV Case Management Supervisors in ensuring quality CM service & build capacities of CM team where relevant
- Ensure tools & systems are up to date and suggest new systems new systems to management where applicable (referrals, archiving & data protection, and others relevant)
- Work with the protection teams facilitating psychosocial support and emotional support group sessions in the adaptation of IEC materials and sessions delivery modalities that are not only technically sound but suitable to the context and desired social and behavior change as well.
- Work with the MEAL team to ensure that CRMs are appropriately communicated, structured, and managed to receive Protection- and Safeguarding-specific complaints
- Work with protection teams to ensure data is collected, managed and stored securely and confidentially.
Coordination, representation and advocacy
- Actively participate in relevant coordination fora relevant to protection and BA, ensuring that organizational and programmatic priorities are implemented and shared as required
- Promote good understanding among other sectors, partners and communities about the program.
- Develop and maintain strong working relationships with all stakeholders – including government ministries, community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency
Collaboration with Partners:
- Engage in local partner assessments and selection procedures, providing input to the assessment of their protection technical capacity.
- Directly oversee the implementation of activities by selected local partners (making sure the partner follows the agreed standards and procedures (reference to project agreement with partner) while carrying out the implementation.
- Lead programme-related aspects during kick-off meetings to foster seamless collaboration.
- Assist in the transition phase with local partners.
- Partners capacity building - support the partners with targeted capacity building (in line with capacity gaps/ needs as identified).
- Monitoring and maintaining the work plan’s progress.
- Ensure effective support from the Concerns team to local partners.
- Conduct thorough reviews of reports received from local partners.
Team Building and Human Resource’s management
- Provide training, support supervision, mentorship and coaching to Concern and partner staff on protection, in both prevention and response to gender-based violence and child protection.
- Liaise with HQ based Advisors on trends in gender and protection in Concern and ensure awareness and adoption by the Lebanon country Programme and operations.
- Oversee the recruitment of suitably experienced and skilled staff to implement the Programme, as required
- Provide training, mentoring and support to local stakeholder and partners as relevant in order to strengthen local capacity and sustainability to provide response services.
- Capacity build a team which has a range of skills and experiences that are identified and harnessed for the successful delivery of the Programme
- Ensure that work within the team is fairly distributed, planned and organized in a way which will efficiently & effectively meet the needs of the organization & department, while ensuring that team members are given appropriate workloads
- Ensure Performance reviews are carried out on a regular basis with team members and that objectives are set at the beginning of the assessment period. Additionally, hold staff accountable for meeting their success criteria, and give corrective and constructive feedback where required
- Ensure that all staff are aware of and adhere to Concerns Programme Participant Protection policy and Code of Conduct.
- Ensuring team motivation, monitor wellbeing of the team dealing with complex cases
- Regularly meeting with direct subordinates for follow up, support, listening to their needs, and others as per the need
- Ensure information circulation & coordination across the team and with other concerned departments when relevant
- Solve & mitigate team conflicts, while ensuring the involvement of the HR department

Educational Requirement:
- Advanced university degree (Master‘s or equivalent) in Sociology, Psychology, Anthropology, social work, Gender Studies or Development Studies would be preferred.
- Or a first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
- Training on and/or experience in Protection and basic assistance will be considered an advantage
Experience Requirement:
- At least three years of relevant NGO experience in managerial positions in Protection or Protection & Cash assistance.
- Protection & / Cash Project Management Experience, monitoring and ensuring quality project implementation
- Experience of budget management and report writing in English
- Experience in leading a team and working through a team
- Technical support & capacity building experience on protection matters, including protection mainstreaming
- Experience of implementing protection & basic cash assistance programmes through partners
- Strategic protection & basic assistance programme management experience , developing and expanding projects
- Experience of implementing or mainstreaming protection and / or gender equality in projects
- Experience of organisation representation, advocacy and coordination with NGOs/UN, donors
