Job Announcement:

Terre des hommes - Foundation (Lausanne) is seeking a qualified Emergency Response Community Mobilizer based in Tyre for its IDP Centers.

Job Purpose / Main Functions:

The Emergency Response (ER) Community Mobilizer plays a crucial role in ensuring Terre des hommes (Tdh) is actively involved with beneficiaries, communities, local partners, and various stakeholders operating in regions affected by the Israeli conflict in the South. This role is instrumental in establishing and maintaining the capacity of these actors, bolstering their operational efficiency, and optimizing the positive impact they can have on children and their families.

The primary objective of this position is to streamline the functioning of community groups, organizations, and other relevant actors, aiming to enhance their ability to deliver benefits to children and families displaced by the conflict. Specifically, this entails fostering collaboration, providing support, and building the resilience of these entities, all of which are essential components in responding effectively to the needs of internally displaced persons (IDPs) in the aftermath of the Israeli conflict in the South.

Furthermore, the Community mobiliser holds the responsibility of establishing IDPs committees in the four shelters designated for emergency response (IDPs) in South Lebanon. In addition to this crucial task, they are charged with ensuring these committees undergo comprehensive induction processes, receive effective capacity building, and develop actionable plans to address the needs of internally displaced persons (IDPs).  Leveraging their experience in working with community committees, the he-she will play a pivotal role in fostering a sense of cohesion and empowerment within the IDPs committees. This involves not only initiating their formation but also providing ongoing support and guidance to ensure their effectiveness in addressing the unique challenges faced by the displaced population.

By implementing proper induction procedures, facilitating capacity-building initiatives, and assisting in the formulation of action plans, he-she aims to enhance the resilience and self-sufficiency of the IDPs committees. This comprehensive approach contributes to the overall success of the emergency response efforts and promotes sustainable solutions for the well-being of the displaced communities in South Lebanon.

Duties & Responsibilities / Context  (Tasks) :

Community Engagement:

  • Build and sustain the capacity of community and local actors to respond to CP/GBV needs of IDPs children and youth.
  • Work with community organizations, partners, faith based actors to increase awareness and sensitivity to key Child Protection concepts.
  • Support community organizations to ensure they engage all parts of the community including vulnerable populations such as youth.
  • Establish family support networks in the IDPs shelters and assist them to set clear plans and objectives.
  • Support ER PSS facilitators in their activities and Community Facilitators for Social Behavioral Change Initiatives.
  • Organise and participate in all project events (practical trainings on collaboration between the local government and communities, consultations with communities, mobilization of youth, community design workshops etc.)
  • Organize raising and community awareness activities and training.
  • Support with community outreach.

Children and Youth:

  • Ensure that IDPs Children and Youth are interested to meet on a regular basis voluntarily.
  • Support in establishment of Children and Youth Committees, Boys’ Clubs and Female Safe Spaces in the IDPs shelters.
  • Ensure IDPs Children and Youth are mobilized to conduct CP/GBV peer activities within their community.
  • Work with community-based youth groups to enhance their capacity to identify risks and provide information within their communities about CP/SGBV services.

General Duties:

  • Provide clear information, feedback and support to the CP teams, raising issues as needed and working together to promote a strong team. 
  • Ensure clear positive communication with all members of the Child Protection Department and the Organization.
  • Respect budget information that is given and improve the quality of purchases related to this role.
  • Maintain an organized style of work, making suggestions to the teams concerning improvements that could be made to the parts of work are the Community Mobilizer’s responsibility.
  • Keep accurate and up to date information concerning reporting requirements as directed by the team leader, assisting with reporting obligations when needed.

Communication and Coordination:

  • Ensure close coordination and update with the case workers and community mobilizers
  • Contribute to create a positive atmosphere interacting constructively with colleagues and children/youth and caregivers
  • Communicating efficiently with technical team and managers conveying to them ideas and new proposals according to daily observation in dealing with children.
  • Participate with in donor visits and promote proper preparation and implementation.
  • Conduct communication with the stakeholders, partners and municipalities through regular visits.

Other:

  • Support the other teams and his/her line manager
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

  • Is aware of, abide by and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies;
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job;

Job requirements:

Academic Background:

Baccalaureate degree in Social Sciences or other relevant education.

Experience:

At least 2 years of experience in relevant work.
