World Learning – QITABI 2- Institutional Capacity Measurement Expert

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has a vacancy for an “Institutional Capacity Measurement Expert" for the USAID- funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) in Lebanon to support the quantification of the improvement made as a result to the deployment of a Document Management and Correspondence System (DMCS) at the Ministry of Education and Higher Education (MEHE).

The expert will be responsible for the design, development, and implementation of the task activities including setting Key Performance Indicators (KPIs) to reflect the impact of the usage of DMCS at MEHE while gradually transitioning into a paperless organization.

This position is for a Lebanese national.
Responsibilities:
• Designing the methodology that will be followed to conduct the performance and capacity measurement exercise including timeline, scope, and stakeholders to be involved.
• Identifying and developing the measurement tools to be used.
• Identifying and setting the Key Performance Indicators that will be monitored and used to arrive at conclusions.
• Analyzing the impact of the deployment of DMCS on relevant operations at MEHE and identifying related and improved workflows and processes.
• Coordinating with QITABI 2 team to refine the methodology, plan, and reporting mechanisms.
• Collaborating and communicating with focal points at MEHE.
• Preparing and developing a report that elaborates on various phases of the task.
• Providing recommendations that would utilize and further enhance the performance of DMCS.
• Highlighting the overall improved institutional capacity of MEHE because of the deployment and installation of DMCS.

Qualifications:
• An advanced degree in Social Sciences, International Development or Relations, or a related field
• Minimum of 10 years of relevant experience in institutional Capacity Development and Assessments
• Proven experience in working with public sector entities.
• Previous experience in conducting similar assignments.
• Excellent analytical and communications skills.
