Job Announcement:

Terre des hommes - Lausanne is seeking a qualified Localization Officer based in Tyre for its Emergency Project for IDPs.

Job Purpose / Main Functions:

The Localization Officer ensures the compliance of TdhL partners’ with TdhL and donors’ regulations and procedures. He/she ensures needs of the operating teams in terms of administrative and finance are identified and treated on a timely manner. The post holder reports directly to project manager, works closely with Finance, admin Managers and other relevant staff. The main objective of this position is to ensure efficient and accurate compliance and implementation of financial rules by partners, address operations’ need and support field teams and follow up on partner’s accountancy

Job Duties and Responsibilities:

  1. Partnership Management :
  • Reviews Tdh partners’ financial reports; provides technical assistance to partners to enhance the finance and administrative organization and internal control.
  • Identifies the needs and support partners staff to increase their competence in preparation of Finance internal reports, donor financial report following donor’s reporting requirements.
  • Works on overall financial monitoring and supports capacity building of TDHL Lebanon office and partners and practices rigorous financial control mechanism.
  • Participate in creating SOPs for partnership management.
  1. Accountancy Administration & Finance Management :
  • Follow up on request submitted by the field teams and ensure timely response to these requests.
  • Ensure optimal financial resources management at the project level and liaise/coordinate with relevant departments as needed
  • Encode and trace expenses and periodically report to the project coordination on the financial status.
  • Act as the focal point of the HR department at the project level for all admin related matters
  • Ensures that partners financial procedures, policies and requirements are implemented in compliance with the applicable regulations of TDHL and donors.
  • Proactively reviews guidelines and proposes relevant recommendations.
  • Reviews and validates partners’ accounting records and supporting documentation for all financial transactions view and validates data entry and reconciliation in the system; ensures that work advances are accounted for in line with Tdh and donors ‘financial guidelines.
  • Manages daily operation in the area of accounting system which is in line with Tdh and donor requirements, maintains cash and non-cash transactions, manages bank transactions, ensures the use of proper and correct budget code; monitors cash payment and ensures the records or entries are up-to-date
  • Complies with Finance and Procurement guidelines when dealing with any transactions; provides initiative to review current guidelines and proposes relevant recommendation.

  • Ensure partners understand grants donors’ requirements for each specific award through training and coaching.
  1. Budgeting and Reporting :
  • Provides technical support to partners in preparation of financial reports, budgets, budget follow up and forecasts.
  • Update and refine financial reporting and technical support tools to facilitate the work of partners, while meeting TDH and donor regulations
  • Develop budget projection/spend-down plan to execute expenses within the budget spending for each project.
  1. Capacity Assessment :
  • Lead the financial part in assessing the financial needs / goal for the potential partners according to TdhL and donors requirement.
  • Ensure that any potential partner fit within TdhL and donor’s requirement.
  • Assisting in modifying and updating the Capacity Assessment/ Financial Section with the coordination and Validation by County Representative and Admin Finance coordinator.
  1. Staff Capacity Building :
  • Identifies the needs and supports development of partners’ staff to increase their competence in preparation of Finance internal reports, donor financial report in compliance with donor’s reporting requirements.
  • Support Partners to build their capacities
  • Builds the capacity of partners’ staff to develop their analytical skills especially with regards to Budget Vs Actuals
  • Provide guidance and develop the Finance staff of the field office and sub-offices
  • Plans and conducts induction process for existing or new staff in coordination with HR Manager and Admin & Finance Coordinator.
  1. Coordination :
  • Ensure to keep high level of Coordination between Project Managers and Partnership and Compliance Manager to ensure that there is a level of accuracy within project activities implementation and expenses.
  1. Audit :
  • Assist in providing feedback and enhances internal controls to satisfy Tdh audit requirements; takes part of providing data and records during the audit process; reports immediately on irregular spending to Project manager, Senior Finance and Accounting Coordinator Officer or Country Manager as deemed appropriate.
  1. Partners Agreement :
  • Drafts sub-award and Partnership agreement/MoU
  • Identify to each sub-grant and that appropriate special conditions are incoproporated in each Grant and Memorandum
  1. Organizational Policies:
  • Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the policy;
  • Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Job requirements:

  • Academic Background: BA Degree in Accounting/Finance, MBA will be an added advantage.

Qualified Accountant (ACCA/ ACA/ CIMA/ CCAB) or equivalent internationally recognized accounting qualification is an added value

  • Experience: 3 years’ experience as accountant or similar position, preferably in NGOs
  • Professional competencies:
    • Budget: Proposes and controls the usage of budgets of the department.
    • Excellent communication skills with the ability to present financial matters to non-financial managers and develop and discuss budgets and grant administration in English with institutional donors and other relevant parties
    • Demonstrated experience and knowledge of Financial management
    • Ability to manage finance staff in multiple and remote locations
    • Experience in managing or conducting audits
    • Ability to think strategically
    • Ability to develop and build capacities of others, and to transmit the correct message to partners
