Educational Qualifications

  • Graduate Degree in Environmental Engineering, Civil Engineering, or any related field.  

Professional experience

  • At least 5 years of experience in international development, specialising in rural development, with a proven record in working on energy efficient solutions in the agri-food sector.
  • Experience in implementing, running, or overseeing Energy management systems using SCADA systems or equivalent technologies.
  • Experience in advising multiple stakeholders from the public sector, civil society organisations and the private sector on approaches including energy efficiency for public buildings, just transition and circular economy.
  • Experience in managing service contracts and financial agreements, as well as supervising service providers.
  • Experience in energy auditing and feasibility studies.
  • Proven skill in stakeholder partnership across government, private, and non-profit sectors, in particular municipalities, MSMEs, and agricultural associations.

Other knowledge, additional competences

  • Fluency in English and Arabic (spoken and written).
  • Strong interpersonal, social, and communication skills.
  • Team-oriented mindset.
  • Demonstrated knowledge of Lebanon's rural development sector, as well as energy and water sector including regulations and stakeholders.
  • Capacity to work under pressure and deliver timely results.
  • Ability to work in goal-oriented and timely manner.
  • Excellent intercultural skills and ability to manoeuvre multi-level stakeholders.
  • Willingness to travel within the country.
  1. Responsibilities

Renewable Energy, circular economy and just transition Advisor will be responsible for:

  • Overseeing the technical and strategic aspects of project components related to energy and technology support to livelihood and community development projects.
  • Conducting technical supervision of service providers performing energy audits on agriculture, food processing, private sector and community facilities and third-party consultants overseeing such operations.
  • Managing service providers involved in energy audits and other related tasks.
  • Planning, developing and accessing new project components such as food processing plant energy needs, energy efficiency for buildings along with associated energy, protection, and ICT systems.
  • Reporting and liaising with the commission manager on project activities and adjusting project concepts when necessary.
  • Collaborating with other GIZ units for technical expertise and knowledge sharing.
  • Coordinating with national and international partners, including the Ministry of Energy and Water (MoEW), Ministry of Interior and Municipalities, Municipalities, Ministry of Agriculture (MoA), and their supporting partners.
  • Offering technical guidance to stakeholders on the mentioned project components.
  • Managing project monitoring and evaluation (e.g., project reporting, timeline follow-up) and ensuring compliance with environmental standards and Lebanese regulations.

In this context, the position holder fulfils the following tasks:

The position holder will:

  • Plan and coordinate project measures alongside the three areas of action in compliance with the MoEW, MoA, and Ministry of Interior rules and regulations.
  • Draft operational renewable energy and circular economy strategies and budgets tailored to the specific needs of each target group.
  • Manage consultant procurement, oversight, and quality assurance of deliverables.
  • Maintain oversight and control of quality and timeliness of deliverables of service providers, works contractors, and suppliers.
  • Organize capacity-building activities, like training plan creation with Stakeholders.
  • Monitor the effectiveness of capacity-building measures.
  • Maintain robust relationships with the stakeholders.
  • Ensure smooth communication with stakeholders.
  • Support the head of the three areas of action with project planning and monitoring.
  • Organize and report on meetings, workshops, and other events in collaboration with stakeholders: participate in relevant forums as delegated by the project manager and or her designee (e.g. thematic taskforces and working groups).
  • Represent the project as needed in meetings and workshops.
  • Carry out additional duties as directed by the project manager or her designee.

Project Description: The situation in Lebanon is characterised by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Bekaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level.
