Job Profile

 

  1. Required qualifications, competences, and experience
  • Master’s degree in engineering with focus on construction/civil engineering in a relevant context. 
  • Proven track record of minimum 10 years’ work experience in engineering/construction, of which at least 3 years’ experience in constructions in Lebanon.
  • Solid AutoCAD and MS Project knowledge
  • Very good English language skills – spoken and written.
  • Strong social, interpersonal and communication skills.
  • Team player.
  • Demonstrated creativity, flexibility, and comfort in working with diverse populations in varying circumstances.

 

  1. General Responsibilities

 

  • Supporting the International Construction Engineer in all matters related to the construction component of the ACE project (example: hangars, irrigation pools, fish farming basins, dairy processing plant, village and agricultural roads, community meeting hall, and other).
  • Work with the International construction specialist as a team in all aspects related to the project.
  • Support in the Coordination for the construction component and all related activities.
  • Support in Managing the communication and technical and administrative processes between the project, the contractors, including the architectural office and executing companies, the GIZ International construction specialist, the GIZ construction unit, and the procurement unit at the country office in Hazmieh in all required processes for construction measures.
  • Advising involved stakeholders (i.e., government partners, companies, and communities) in the demolition and construction processes and provide supervision in the overall implementation.  
  • Support in Preparation of tender documents and processes in line with GIZ processes and regulations.
  • Check the submitted design of all projects.
  • Perform structural analysis calculations utilizing renowned software
  • Participation of cost saving approaches to the overall program.

  • Supervision and liaising with contractors to ensure efficiency and compliance of the demolition and construction processes.
  • Support the International Specialist in the final acceptance and handover of the buildings/structures etc… as required by the project.
  • Manage the monitoring and evaluation of the construction component, i.e., compilation of information, M&E reports, photos, etc. in cooperation with the M&E specialist of ACE.

 

  1. Specific Duties/Responsibilities

 

  • Ensures effective overall communication and sharing of information on construction processes including presentations to different stakeholders in coordination with the International Specialist.  
  • Ensure that needed permits are acquired and that all local administrative requirements are complied with.
  • Manage the design and planning of construction activities (technical, implementation, timeframes, and budget) in coordination with the International Specialist and with the relevant partners.
  • Support in the validation of construction designs together with all relevant stakeholders, drawings, surveys, specifications, and bills of quantities before activities are implemented.
  • Accompany technical appraisal with the International Construction specialist, Public Works Office/country office and other relevant partners. Obtain any expert opinions necessary.
  • Support in developing operational plans and schedule for program implementation.
  • Support in planning and managing budgets.
  • Prepare tender documents and support the GIZ country office in the preparation and implementation of contracts. 
  • Monitor progress and compliance of construction work and provide regular feedback on progress, quality of constructions and challenges to the superior.
  • Coordinate the implementation of demolition and construction with all relevant parties.
  • Liaise with contractors and suppliers to ensure timely delivery of goods and services. Check progress reports and invoices of partners and/or companies against original budgets and proposals.
  • Ensure sustainability, including full documentation and capacity development measures and supervision of stakeholders to enhance technical and maintenance skills.
  • Represent the project in meetings and workshops as necessary.
  • Support final acceptance and handover of construction works to the relevant parties. Ensure complete documentation of the construction and rectification of deficiencies, if necessary.
  • Provision of advisory services to the ACE Project and other GIZ projects on construction related matters, when relevant.
  • Support the International Construction Specialist as needed.
  • Performs other duties and tasks at the request of the Project Manager.
  • Frequent duty travels to project areas in Lebanon.

 

 

Project Description: The situation in Lebanon is characterised by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Bekaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level.
