Technical Advisor for in-company training and work-based learning to the project (Vocational training and labour market advisor) - QuaVET

Job Profile

 

A.  Required Qualifications, Competencies and Knowledge

Formal Education

  • University degree preferably in social science, education, business administration or any related subject

 

Experience

  • At least 5 years working experience in the field of in-company training, work-based learning or skills development (minimum requirement)
  • At least 2 years of working experience in the private sector in Lebanon (preferred requirement)
  • Knowledge of the competency-based approach (preferred requirement)
  • Working experience in Lebanon with NGOs or development projects (preferred requirement)
  • Working experience in Lebanon dealing with poor and vulnerable social groups (preferred requirement)
  • Working experience with GIZ administrative system and regulation is considered an advantage
  • Working experience in the frame of an EU funded project is considered an advantage
  • Experience with multicultural working environment is considered an advantage

 

Other Qualifications

  • Fluency in English language (minimum requirement).
  • Fluency in Arabic language (minimum requirement).
  • Excellent communication and presentation skills (minimum requirement/compulsory).
  • Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open source packages (minimum requirement).
  • Excellent office administration, organizational and self-drive skills
  • High standards of confidentiality and loyalty
  • Reliable, accurate, consistent, persistent and easy going

B.  Responsibilities

The Technical Advisor for in-company training for employees and work-based learning is responsible for

  • contributing to the increase of the quality of learning in the partner companies for students and employees as well as the employment retention of vulnerable people by improving the capacities of in-company trainers and introducing new instruments
  • supporting the introduction of in-company training standards (guidelines and criteria that govern the quality, content, and implementation of training programs within the partner companies), built on the decent work agenda, in line with international benchmarks and best practices
  • contributing to the development of instruments to improve the in-company training and work-based learning, e.g. certification of trainers, code of conduct of trainers and attendees, quality assurance, training needs analysis, development of training plans, etc.
  • supporting the design of the financial support for the pilot companies which participate in the application of the instruments
  • the follow-up of all the administrative procedures related to the implementation of the above, according to DGVTE, BMZ, EU and GIZ administrative regulations and requirements

 

 

C.  Tasks

General Duties

The Technical Advisor will support the AV in the

  • preparation of the operation planning, financial planning and reporting for all the related activities in Output 5

 

Procurement

The Technical Advisor in coordination with the project Jr. Admin specialist and Admin. assistants and the second Technical Advisor for in-company training and work-based learning supports:

  • the preparation of contracts for procurement and short term experts, and monitors their fulfilment

 

Planning and implementing in-company training and work-based learning

The Technical Advisor supports and contributes to the:

  • planning and conducting of surveys on in-company trainings and on work-based learning, to identify gaps and issue recommendations and to identify suitable private sector partners
  • designing of the instruments, verifying them with the Association of Lebanese Industrialists (ALI) (or any other body of the organized private sector)
  • planning and conducting of workshops for the introduction of in-company training instruments developed, disseminating them to selected enterprises
  • planning and conducting of workshops with School Advisory Board (SAB) members on the developed work-based learning instruments and ensuring the transfer to the DGVTE
  • building of the capacity of company managers and staff to adopt the instruments and quality standards for in-company training and work-based learning
  • monitors the application of the instruments and quality standards in the pilot companies
  • retention of the relation with other organisations developing and implementing in-company training and work-based learning in Lebanon
  • follow-up all the administrative procedures related to the implementation of the related project processes and activities, according to DGVTE, GIZ and EU administrative regulations and requirements, in particular:
    • assuring smooth communication with the DGVTE staff to pass administrative approvals
    • assuring smooth communication with the ALI (or any other body of the organized private sector) to get their input and endorsement of the instruments designed

 

Training monitoring and Reporting

The Technical Advisor:

  • develops evaluation tools to monitor the instruments to be developed, as well to assess the employers’ adoption of the new instruments and the employees and trainees trained in this respect
  • collects all information (beneficiary lists, registration forms, and others) and ensures data entry and centralization of all information gathered in the field for reporting
  • collects case studies and success stories, documents all lessons learned and best practices
  • develops and maintains databases for content developers, tutors, etc.

 

Human Resources

The Technical Advisor supports in:

  • drafting ToRs for STEs and requests for approval of STEs to be submitted to the DGVTE
  • following up on the requests sent to the DG, and monitors the timeframe for receiving the approvals
  • monitoring the implementation of the contracts, in terms of working days for local STEs, assures that all the deliverables requested in the ToR are accomplished
  • producing reports on working days used by STEs

 

Other Duties/Additional Tasks

The Technical Advisor:

  • provides simple translations (Arabic-English; English-Arabic as required)
  • performs other duties and tasks as assigned

 

 

Project Background:

 

The project "Improving the Quality and Attractiveness of Technical and Vocational Education and Training (TVET) in Lebanon for poor and vulnerable social groups. Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.

 

The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU) and the BMZ.

 

Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market. In addition, the project targets poor and vulnerable social groups among host communities and refugees, improving their access (with local and gender focus) to livelihood opportunities.

The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.
