Project Context and Scope:
In recent years, the evolving and multi-layered crisis in Lebanon, having had a devasting effect on economic conditions in the country and the population as whole, has led to demonstrable humanitarian needs among the most vulnerable populations in the country. In the past, migrants, and other historically and structurally marginalized groups, have faced barriers to accessing life-saving and humanitarian assistance, including protection and health services, in emergency contexts.
The consultant will support the ongoing programs on migrants’ protection, including the Case management process through close coordination with vulnerable migrants who expressed their wish to return to their country of origin, and with IOM offices in these countries for reintegration assistance as well.
Tasks to be performed under this contract:
Lead on the implementation of protection activities including case management within the scope of assisted voluntary return program with the support of the direct assistance team, including:
- Coordinate the case management of cases registered to be assisted with assisted voluntary return and reintegration program (AVRR).
- Supervise the referrals for in-country assistance for complicated cases including psycho-social services, mental health, accommodation, food, legal aid as well as referrals and follow up with relevant internal units and external parties.
- Support in the screening and counselling of beneficiaries in need of direct assistance, if needed.
- Ensure compliance on Mimosa and that data entry is in line with IOM’s Data Protection Principles
- Assist in the logistic/ administrative support including with the preparation of purchase request, advance request, and advance settlement for taxi bookings, hospital fees, etc…
- Liaise with countries of origin on specific protection concerns and follow ups needed in country of origin, including family assessments and tracings when needed.
- Liaise with countries of origin (COO) on reintegration assistance. Share information with COO regarding returnees and confirm that post arrival assistance is available for migrants with health conditions or protection needs.
- Compile data from the case management team for reporting purposes
- Compile and present data and information on protection topics for reporting purposes in collaboration with the project assistant.
- Perform any other duties as may be assigned.
Performance indicators for the evaluation of results:
- Maintain the tracking sheet for cases under case management up to date including referrals to return and reintegration at the countries of origin.
- Keep record on the number of cases assisted, reached v/s original target.
- Compliance with MIMOSA requirements for all direct assistance team.
Education, Experience and/or skills required:
- Completed bachelor degree from an accredited academic institution preferably in Law, Political or Social science, international affairs, or related field.
- Experience with protection and assistance to vulnerable population.
- Experience in relevant issues such as migration, displacement, and humanitarian assistance an asset; Working experience with International Organizations or INGO an advantage.
- Have knowledge of migrant’s thematic topics, i.e. trafficking in persons, labor migration, etc, a distinct advantage;
