CON2024 11 AVR Team Leader Consultant

The evolving and multi-layered crisis in Lebanon, having had a devasting effect on economic conditions in the country and the population as whole, has led to demonstrable humanitarian needs among the most vulnerable populations in the country. In the past, migrants, and other historically and structurally marginalized groups, have faced barriers to accessing life-saving and humanitarian assistance, including protection and health services, in emergency contexts.

 The consultant will support the ongoing programs on migrants’ protection, including the assisted voluntary return (AVR) process through close coordination with vulnerable migrants who expressed their wish to return to their country of origin, embassies for travel documents issuance and General Security for exit clearance issuance.

Tasks to be performed:

  1. Collecting registered cases from the team on a daily basis and compiling it in the unified tracking sheet for the department.
  2. Coordinate with General Security (GS on all exit clearance formalities
  3.  Prepare all necessary documents to be submitted to GS for exit clearances, including set up of appointments for migrants , w
  4. Referring cases needing legal assistance (BCs issuance, waivers…) to the case management (CM) team.
  5. Coordinate with Embassies to request issuance of Laissez-passer and visas for medical/operational escorts when applicable
  6. Coordinate internal medical referrals with Medical Health department, including for pre-departure medical clerance
  7. Coordinate booking requests with Operations (Ops)
  8. Collecting exit clearances issued by the GS and hand it over to Ops colleagues, prior departures.
  9. Support relevant internal administrative procedures relating to pre departure and travel and ensure financial compliance
  10. Retrieve and compile relevant data on AVR in line with IOM’s data protection policy. Draft status reports on the status of the activities when requested, identify shortfalls in delivery and bring them to the attention of the supervisor.
  11. Perform other related duties as assigned

 

Performance indicators for the evaluation of results:

  • Keeping the unified tracking sheet for the registered cases always updated.
  • Preparing and submitting letters to the GS and embassies on time.
  • Referring cases in need of referral to partners on time to the CM team leader.
  • Creating and maintaining professional communication with the GS and embassies with follow up to receive the documents needed on time.
  • Referring cases for MHD and Operations Department on time for the migrants to be able to travel within the exit clearance validity.
  • Participating in the reporting on the AVR front.

 

Education, Experience and/or skills required

  • Completed bachelor degree from an accredited academic institution preferably in Law, Political or Social science, international affairs, or related field.
  • Experience with protection and assistance to vulnerable population.
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance an asset; Working experience with International Organizations or INGO an advantage.
  • Have knowledge of migrant’s thematic topics, i.e. trafficking in persons, labor migration, etc, a distinct advantage
