CON2024 15 Community Engagement Consultant

Project Context and Scope:

IOM has recognized the critical role community-level actors have been able to play in mitigating risk factors and addressing negative coping strategies that increase community member vulnerability to violence, exploitation, abuse, and other rights violations. Through its ongoing programming, IOM will work to strengthen community-based protection mechanisms as it puts the capacities, rights, and dignity of beneficiaries at the centre of programming, as well as generates more effective and sustainable protection outcomes by strengthening local resources and capacities, while identifying protection gaps through consultations and community mapping. In addition to strengthening and ensuring operational protection mechanisms, IOM will also support continued community dialogue on protection and migration-related risks to empower community members to better protect themselves and to prevent irregular migration.

Tasks to be performed under this contract:

  • Assist in the implementation of activities within the scope of protection programs, particularly in relation to community based protection and community engagement, with a specific focus on migrants.
  • Provide technical expertise and guidance on community-based protection strategies, including risk assessment, identification of protection needs, and development of tailored interventions.
  • Support the design and implementation of community engagement activities to promote participation, empowerment, and ownership among affected populations.
  • Organize and facilitate community regular meetings, workshops, focus group discussions and events to gather input, share information, and build relationships.
  • Provide training, coaching and supervision targeting community focal points in community engagement on how to engage community members in discussions and awareness.
  • Complete weekly reports on project activities, including good quality activity photos, documentation of feedback from community engagement sessions, and the proactive sharing of lessons learned.
  • Monitor and evaluate the impact of community-based protection and community engagement interventions, and provide recommendations for continuous improvement.
  • Any other related tasks may be required or assigned by the supervisor.

Performance indicators for the evaluation of results:

  • Comprehensive assessment of existing community-based protection mechanisms and community engagement approaches, including strengths, gaps, and opportunities for enhancement conducted.
  • Tools, guidelines, and training materials to support community-based protection and community engagement activities, tailored to the context and needs of the target populations, developed, or revised.
  • Capacity-building workshops and mentoring sessions conducted for field teams and community members.
  • Weekly reports on the implementation and impact of community-based protection and community engagement interventions.

Education, Experience and/or skills required:

  • Completed bachelor's degree from an accredited academic institution preferably Political or Social science, international affairs, or related field.
  • At least 3 years of relevant professional experience with protection and assistance to vulnerable population; prior experience on community based protection and community engagement is considered an advantage.
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance an asset; Working experience with International Organizations or INGO an advantage.
