The Program / Department / Team
The Human Resources Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the HR services, namely, HR Administration, Policy Implementation, Recruitment, Selection and Placement & Organizational Development, Capacity Building and Career Development for Mercy Corps in Lebanon.
The Position
The Human Resources Officer’s main role is to ensure the proper and timely implementation of Mercy Corps Lebanon’s standards and policies for Human Resource Management of staff. S/he provides support in the various human resource functions, which include recruitment, staffing, staff administration, and performance monitoring.
Essential Responsibilities
Recruitment
- Conduct entry and junior level recruitment of national team members and ensure they adhere to the standard Recruiting Guidelines and Procedures of Mercy Corps Lebanon’s Employee Handbook, the Bylaws, and the Global MC Standards.
- Ensure that fair and equitable selection and compensation decisions are made during the recruitment process, track and ensure progress against Mercy Corps’ commitment to equity, inclusion, and diversity, while helping raise awareness within the organization.
- Make sure that the Personnel Request Form (PRF) is received and duly filled in and signed before the commencement of the recruitment and ensure that all Position Descriptions are compliant with MC standards and job requirements.
- Post vacancies online and circulate among MC team members.
- Conduct recruitment kick-off meetings after receiving the signed and approved PRF and PD.
- Send a preliminary shortlist of CVs to be reviewed by the hiring managers, schedule & organize test (in house/online) & Interviews (face to face/skype) for the selected candidates and organize 2nd interviews when applicable.
- Conduct reference checks for selected candidates.
- Extend and negotiate Offer Letters to selected candidates in coordination with the Senior HR Manager.
- Prepare contracts and addendums, along with the required documents as per MC Policies and Procedures.
- Update the Recruitment tracker on a daily basis.
- Maintain and update job files for recruitments in a timely and consistent manner.
- Facilitate MC Lebanon’s orientation for the new hires in coordination with all Line Managers.
Onboarding
- Lead the onboarding/orientation in Lebanon.
- Ensure administrative elements of new hires; this includes signing of a Job Description, employment contract, policies and procedures.
- Support the Senior HR Manager with the registration of the NSSF, MoF and Insurance as requested.
Personnel
- Maintain and update the HR database.
- Support in preparing the Personal Action Forms (PAF) for new joiners and for existing employment changes and follow up with the process.
- Follow up on the timely submission of the performance & probationary reviews.
- Update MC Lebanon’s org charts on a monthly basis in coordination with the Senior HR Manager and share it with department heads.
- Assist the Senior HR Manager in processing the timesheets at the end of each month.
- Support in the HCM for employee records; update the changes on HCM and extract data.
- In coordination with the Senior HR Manager, send email notification to supervisors for end of contract notices to team members.
- Keep track of the expiry dates of residency and work permits and prepare documentation for their renewal or new process, as well as for business visas, in coordination with the lawyer.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in designing, monitoring, and evaluating our field projects.
Minimum Qualification & Transferable Skills
- Bachelor’s degree or equivalent in Human Resources Management or Public Administration or another relevant field.
- Minimum 3 years of experience in the HR sector, preferably in INGO.
- Good understanding of the Lebanese Labor Law, recruitment practices and Performance Management.
- Well organized and detail-oriented.
- Excellent oral and written communication skills.
- Proficiency in MS office is mandatory.
- Excellent in English, written and spoken is mandatory.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/STA to a field posting.
