Assignment title: Solidarites International is reaching out to collect quotations of seeds and seedlings for upcoming agricultural projects. This call for quotation is to source high-quality seeds and seedlings that align with the projects requirements and specifications.

The procured seeds and seedlings will be distributed in Bekaa & Baalbek el hermel governates.

  1. Program Summary/Scope of the call for quotation.

 

Project title: Optimizing Women Entrepreneurs and Rural communities’ livelihood through Environment friendly and Climate Smart initiatives in Bekaa and Baalbek-Hermel Governorates

The proposed project aims at reducing poverty by strengthening livelihoods of rural communities and promoting women economic empowerment while strengthening local actors’ resilience toward climate change that rely on agriculture. The project has two primary objectives, (1) to support households’ resilience toward the financial crisis and climate-change, through most sustainable farming systems. The second main objective (2) is to promote women economic empowerment through green entrepreneurship initiatives.

SI will work on the continuation of the behavior change process of farmers to adapt their practices to a more eco-friendly and sustainable agricultural approaches. In the short term, this objective will be achieved by guaranteeing farmers’ households access to agricultural inputs by supplying agricultural kits containing seeds and seedlings to encourage the adoption of sustainable farming methods, and knowledge about good and sustainable agricultural practices to ensure the next planting season.

The purpose of the CFQ is to seek an input supplier or several inputs suppliers, prioritizing local providers, having an extensive experience in providing high quality vegetable seeds and seedlings in the Lebanese market and advocating for indigenous while also facilitating alternatives to costly imported breeds.

  1. Scope of work and items description

The service provider is required to provide high quality vegetable seeds and seedlings. The service provider scope of work will fall under the following main pillars:

1) Supply of needed seeds and seedlings as detailed in the tables below

 2) Delivery of the procured seeds in Mid-April, please consider the delivery cost in your financial proposal, the distribution will follow two distinct directions, one heading to Baalbeck and the other to central Bekaa. Each truck should be equipped with two daily workers to assist in the unloading and distribution tasks.

3) Delivery of the procured seedlings in Mid-May, please consider the delivery cost in your financial proposal, the distribution will follow two distinct directions, one heading to Baalbeck and the other to central Bekaa. The supplier must submit the quotation to our office in Bekaa or Beirut before 03:00 pm on March 19. The specific locations are as follows:

  • Solidarités International office, located in Beirut, Ras el Nabaa, Abdul Mawla Chaar Street (next to Carlos El Mendelek), Chaar Building 3848, 2nd floor.

 

  • Solidarités International office, located in Zahle, Haouch el Oumara, next to Stargate, Nadim Moutran, bldg., 2nd floor.

  2. Legal documents such as registration, MOF & VAT registration, or any other convenient documents.

Quotation must include the following info:

  5. Unit Price / pc (Packaging should be specified)
  6. Delivery cost
  7. Please confirm your capacity of Supplying the requested quantity (If not please mention the maximum quantity you can supply from each item).
  8. Lead time to deliver the proposed quantity, kindly specify the lead times for each item separately, as we might evaluate each item individually.
  9. Payment Terms.
  10. Validity of offer (preferably to be at least for 6 months since validating the file will take a while).

If Solidarités International, either on its own initiative or in response to a request from a prospective bidder, provides additional information on the CFQ, such information will be communicated simultaneously in writing to all the bidders.

Bidders may submit questions by email, up to seven (4) calendar days before the deadline for submission of quotations, specifying the file reference and the purchasing title to the following address:

  1. Payment:

Payment will be made by SI through bank transfer or cheque only, upon presentation and validation of the delivery by the program project manager.

The Financial offer should include the unit price since the shared amounts is an estimation for what will possibly be purchased later.

Solidarités International will not cover the costs, including transportation, per diems and communications costs, separately, as these should be factored into the supplier's overall offer.

Companies that are applying for this call for quotation should provide the overall offer (Financial and technical) specifying if they are or not VAT registered; if the supplier is VAT registered the final price must include VAT, some agricultural inputs items may be VAT exempted, please specify if it is the case.

  1. Other Considerations:
  • Follow the rules and regulations of SI, including the SI code of conduct for Vendors and meet the program’s objectives and abide by the set work plan.
  • Conduct themselves professionally and personally to bring credit to SI and not jeopardize its humanitarian mission.
  • Only those applications found acceptable and evaluated positively will be shortlisted, any missing info or documents requested in the call for the quotation will be automatically disqualified.
