Position’s mission:
Under the supervision of the Project Manager and in close collaboration with the MHPSS Technical specialist, the MHPSS Officer will accompany the project’s partners’ MHPSS team in the implementation of the project and contribute to the project’s MEAL.

Functionally reports to: Project Manager
Interacts with:
-Internal: Country Manager, Operations Manager, Project team, MHPSS Technical Specialist, MEAL and IM staff, support services staff.
-External: The project partners, the authorities in the project area of implementation, and other stakeholders including local organizations and INGOs in the area of implementation.
Missions / Responsibilities
Responsibility 1: Contribute to the development of tools for the project implementation and to the capacity building of the project team and partners.
Aim: Ensure the poject team understands and is able to apply the chosen modalities of intervention in compliance with the emergency and technical framework.
Tasks:
- Participate to the selection and contextualization of the modalities of intervention in compliance with HI emergency and technical framework.
- Contribute to the development and/or adaptation of methodologies and to the development of high complexity technical tools, including full training packages as required by the MHPSS Specialist and Project Manager.
- Develop or adapt low/medium complexity technical tools
- Organize and/or participate to the tools testing whenever appropriate and adjust them according to the results of the test
- Provide ad-hoc support to the team during tools use including field coaching
- Contribute to assessing HI project team to define suitable training plan and training package
Responsibility 2: Support the implementation of project activities.
Aim: Ensure that the project intervention contributes to positive outcomes for the beneficiaries
Tasks:
- Provides support, coaching and follow up to the partner’s MHPSS team daily work during the implementation of the following activities:
- PFA (psyhcological First Aids) – during emergency response.
- Community based/ structured PSS (Psycho social support) group sessions
- PSS individual sessions.
- MH rehabilitation individual/ group sessions.
- Contribute to coaching partners on safe external safe identification and referral
- Build the technical capacity of HI, partner and stakeholders’ or users’ competencies as relevant - with a focus on Quality Rights, PFA -, as well as mobilization of external local technical resources, when necessary, to ensure the quality of their intervention with projects stakeholders.
- Directly carry out the following activities:
- Team weekly planning
- Coordination of activities with other pillars of the project (i.e. Rehabilitation activities and referrals)
- Contribute to the development of HI’s Mental Health strategy in Lebanon in line with the National Mental Health Programme’s Strategy with the support of Project Manager and RTU/HQ specialists and/or external consultants.
- Support the effective identification and creation of user’s groups and committees, and participate in the users groups meetings.
- Support partners in the regular MHPSS service mapping and follow up on referrals targets.
- Provision of technical support to the project users and Organization, and supporting the development of advocacy plan to be presented to the National Mental health Program along with other actors in concern.
- Alongside partner’s efforts, support and empower users and peers to develop PSS curriculums and carry-out awareness raising sessions on topics related to mental health.
Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting
Aim: Ensure the project intervention remains on the right track and it takes into account the good/bad/successful/failure practices
Tasks:
- Contribute to the development of low/medium complexity data collection tools in collaboration with the Technical specialist, technical officers, MEAL and IM.
- Collect data in relation with core tasks and contribute to the measurement of the progress made.
- Support the Project Manager in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention
- Contribute to the identification of good practices under the project
- Develop case studies and success stories to illustrate changes induced by the project and for communication use
- Contribute to planning and produce activity reports
- Contribute to the production of the donor report,
- Contribute to the preparation and implementation of project quarterly review
- Participate to the organization of technical reviews and technical missions
- Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination document
- Facilitate the field implementation of project’s evaluations
- Coordinate with the accountability agent and FCM focal point with partners for FCM related findings.
- Carry out regular monitoring visits to partners’ sites and venues to ensure correct implementation methodology is adapted.

Education:
- Essential: MA in Clinical Psychology, with MOPH license /Master diploma / training hours certificate / Colloquium if applicable.
- Preferable to have MHGAP, Quality rights certificate or related
Experience:
- Essential: Minimum 3 years’ experience in as clinical psychologist.
- Essential: Experience in working with vulnerable group including Persons with Disabilities.
- Essential: Experience in providing technical advice and coaching to teams
- Desirable: Experience working with non-governmental organizations in emergency or/ and development context
Skills:
- Essential: Computer skills Microsoft Officer including Excel, Word, PPT, Outlook…)
- Essential: Language: Fluent in Arabic and English
- Desirable: Experience to translate written technical documents from English into Arabic
Others:
- Trained on and able to provide supervision on evidence-based psychotherapies and on mental health approaches in emergencies (IASC guidelines, Psychological First Aid, MHGAP, crisis management protocols, users centered approach…)
- Good writing and reporting skills

Basic salary ranges for the position: MHPSS Officer is going to be paid according to the experience and to HI salary Grid.
Basic Salary range between 1700 - 1850 USD
