Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Protection, Health and in Livelihood Recovery sectors.

OVERALL MISSION
- GENERAL OBJECTIVE
The Quality Assurance Advisor monitors the package of services that are delivered at the Primary Health Care Centers. His/her key role is to support PHCCs in achieving MoPH accreditation. As part of this, the Quality Assurance Advisor is responsible for monitoring the key aspects of health center environment including staff through selected quality performance standards indicators in accordance to the MoPH accreditation. S/he is responsible for continued follow up and execution of updated MoPH policies and procedures.
- RESPONSABILITIES AND TASKS
- S/he is primarily responsible for supporting quality assurance of the health services provided by the PHCC supported by PU-AMI.
- S/he will be in charge of developing and following-up an annual quality assurance monitoring and evaluation plan that aims to support the PHCCs to achieve accreditation.
- S/he will also be implementing the monthly quality improvement checklist and providing feedback on data analysis and key findings. S/he will serve as an expert advisor for national standards (i.e. accessibility, appropriateness, continuity of care, effectiveness, efficiency, safety, continuous improvement of performance) as they pertain to quality improvements and support in the achievement of accreditation.
- PROVISION OF BEST HEALTH CARE THROUGH MONITORING QUALITY AND ACHIEVEMENT POSITIVE OUTCOMES
- Lead and coordinate with other key staff and the PHCC Director the assessment for the primary health care quality baseline, which forms the starting point from which improvements are based;
- Understand the policies and procedures across Primary Health Care services in Lebanon and make sure they are in place and implemented. Update supervisors on the current status;
- Assess the practical implementation of different programs at health centers by using quality assurance indicators based on MoPH policies and procedures;
- Work in coordination with the MEAL Department and partners to follow up on the accountability plan towards beneficiaries, through the periodical review of the Patient Satisfaction Survey outcomes and beneficiaries’ complaints and feedback, and ensure that they are appropriately redirected and addressed at PHCC level;
- Be responsible for monitoring key staff’s monthly performance (i.e. nurses, data clerk, and pharmacist, laboratory technician, etc.);
- Make sure that the PHCC environment/premises, including waste management, infection prevention control and triage standards are measured across PHCC and performance is achieved against selected indicators based on the preliminary assessment and discussion with the PHCC Director;
- Use the quality improvement master plan to rate the overall performance and submits the results of monitoring of key staff for provision of monthly staff incentives and Performance Based Financing;
- Make sure that the action plan is followed and all tasks are conducted within the period indicated;
- Report immediately to the line manager/Health Project Manager any difficulty or delay faced in the implementation of activities;
- Participate in the design and implementation of capacity building plan for PHCCs staff (i.e. Topics, Pretest, posttest, trainer, date, etc.);
- COORDINATION AND COLLABORATION WITH DIFFERENT PHCC AND PU-AMI STAFF FOR ACHIEVING EFFICIENCY
- Coordinate with the MEAL Manager, Senior/Medical Specialist and Deputy/Health Coordinator to follow up on quality improvement master plan;
- Conduct periodical lessons learnt sessions, address challenges, capitalize good practices and highlight success stories while taking into account the expectations of the community and the primary health care workers;
- Collaborate with the Medical Specialist regarding archiving system and overall organization of medical records composition;
- Provide monthly reports to the line manager/Health Project Manager to show progress in the field, note/identify potential areas of improvement, summarize strengths and weaknesses and support with relevant recommendations;
- Participate in meetings when requested (i.e. at PHCC and base level) by the line manager/Health Project Manager and provide feedback following each visit.
OTHER TASKS INCLUDE:
- Participate in the evaluation of the humanitarian situation in the region and contribute to strategy discussions;
- Participate in the identification of potential partner health structures.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.
- PRIORITIES OF THE DEPARTMENT
- Understand the current situation in the PHCCs supported by PU-AMI based on the findings from the quality assurance assessments carried out;
- Execute an improvement plan done in coordination with PHCC Director and relevant staff;
- Monitor selected indicators from the master improvement plan and score key staff on a monthly basis for incentives provision.
QUALIFICATIONS
MANDATORY REQUIREMENTS
- Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
- Education Degree: Health background (i.e. senior nurse) with training in health systems/quality assurance / public health (a master degree is a plus); at least two years of experience in the health system
- Work experience: Proven experience in NGOs. Knowledge of Lebanon Health System in particular Primary Health Care.
- Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook

- Good knowledge of Akkar and North Governorates or BML and South Lebanon governorates; willing to travel locally
