Job Purpose and Responsibilities
Under the responsibility of the Resident Representative of FES, the Program Manager contributes to define areas and strategies of intervention of the Lebanon Office; she/he:
- Provides profound analysis of current affairs and developments, prepares reports, and provides policy advice;
- Identifies topics for research, training and debate, proposes activities and elaborates programs;
- Prepares, writes, edits and disseminates articles, presentations, training and advocacy material and publications for print and digital media;
- Opens and maintains the dialogue with potential partners of the Foundation, and identifies multipliers, trainers and experts that could contribute to FES activities;
- Moderates meetings, conference panels and debates, and facilitates workshops and training sessions of both, physical and virtual nature, in English, French or Arabic, in Lebanon and – occasionally – abroad;
- Manages the implementation of project activities in terms of elaboration of contents, budget monitoring, coordination of the assigned project staff, follow-up of the logistic modalities of implementation and the assessment of results and impact, and prepares activity reports;
- evaluates the outcome and costs of project activities and prepares the activity reports according to the current norms of the Foundation;
- Establishes working relationships with government departments and other official bodies and individuals at national and local level and represents FES at events and meetings with key stakeholders and partner organizations.
- provides the Finance Officer with the data and documents required for accounting on the basis of current regulations and within set deadlines;
- represents the Foundation in project activities on both national and regional levels;
Required Profile
- Post-graduate degree (MA, MSc or Diploma) in Economics, Social Science, Development Studies or related fields;
- At least 3 years of relevant professional experience, with sound record of effectively managing partner-oriented programs and budgets;
- Specific experience in advocacy and campaigning and/or familiarity with innovative learning methodologies and multimedia would be strong assets;
- Excellent analytical and problem-solving skills and very good editorial capacities;
- Excellent written and verbal communication skills in English (working language) and Arabic and preferably French;
- Integer, communicative and open-minded, with good team-player and networking qualifications;
- Realistic, well informed and connected within societal movements and networks;
- Able to take stances, to negotiate and defend positions;
- Able to work under pressure, in the evening or on weekends, if needed;
- Willing to up-skill as required by the assigned tasks, with corresponding measures being agreed upon with the management;
- Willing and able to travel extensively within Lebanon and – occasionally – abroad.
