MEAL Coordinator (National Position)

 

Organization and coordination

He/she will report functionally to the Head of Mission.

 

Description of the collaboration:

The MEAL coordinator, who operates at national coordination level inside the Programs Team, oversees for the adoption of the MEAL system - with its tools and guidelines - in the country and supports the Head of Mission (HoM) in the development of objectives and methodologies for the aggregation and analysis of project data at the country level to contribute to the improvement of the quality of the programs.

 

 

Responsibilities:

 

CROSS-CUTTING ONGOING ACTIVITIES:

  1. Support the HoM in developing a program framework at country level with sector-specific indicators / evaluation questions, source of verification and tools for analysis;
  2. Support the HoM and the PM in analyzing the trends of the data collected in the projects;
  3. develops and updates standard methodologies and tools for collecting data by sector, taking as a reference the sectorial methodological indications at a global level contained in the SoP of COOPI;
  4. Prepare a list of documentary resources necessary for MEAL activities (eg documents to be produced by type of activity);
  5. Draw up a list of common expenses of recurring costs for MEAL activities to support the identification of the costs necessary for carrying out data collection activities.

 

DESIGN:

  1. Prepare/ support the preparation of the MEAL plan in line with the project proposal and / or other specific documents relating to the MEAL activities requested by the donor; supports the risk assessment; supports the design and budgeting of MEAL activities;
  2. Coordinate and support the execution of the needs assessment;
  3. Support the PM in the design of Indicator including description & Method of calculation, data collection method and source of verification in line with Donor and International standards.

 

PROJECT MONITORING

  1. Support the PM in the use of MEAL tools and guides and in setting up the tools to be used to monitor project indicators and activities;
  2. She/he receives the update of the monitoring reports from the PMs (through the online COOPI project monitoring tool), intervening to respond to all critical questions concerning technical and methodological aspects of monitoring;
  3. Methodologically support the program team in carrying out baseline, endline, assessment and data collection relating to the output, result and objectives indicators;
  4. Develop an analysis of the trends emerging from the PM monitoring reports to support the HoM in the more comprehensive analysis of the progress of the project;
  5. Carry out, in coordination with the HoM, field monitoring missions;

 

ASSESSMENT

  1. Support- and facilitate where necessary - the mid-term/annual/after-action review exercises of the PMs with the project staff;
  2. Support the carrying out of external evaluation missions: revision of ToRs, inception reports and final reports relating to external evaluations to ensure quality and rigor in the process;

 

ACCOUNTABILITY

  1. Strengthen accountability mechanisms, including Safeguarding procedures to ensure participation of affected populations and relevant stakeholders in all phases of project design, implementation, and evaluation in line with COOPI policies and procedures and IASC standards.
  2. Activate and manage feedback and complaint mechanisms in order to improve program effectiveness, based on different target groups, adopting appropriate communication strategies.
  3. Conduct regular community consultations and participatory assessments to gather feedback and insights.

 

LEARNING:

  1. Support the program team in the synthesis, aggregation and analysis of data from projects, from monitoring and evaluation missions and from self-assessment exercises to inform future planning;
  2. Provide technical support and capacity building to project staff and partners on data collection and MEAL management.
  3. Contribute to the capitalization activity and the production of capitalization outputs.

 

Qualifications and experience

 

Essentials:

  • Postgraduate degree in social studies, development-related fields, economics and statistics or equivalent;
  • Minimum 3 years of professional experience in a similar position in an NGO;
  • Skills in implementing quantitative and quantitative surveys, including sampling, data collection, interviewer selection and training, supervision, analysis and sharing of results;
  • Mastery of tools for data collection, data management and statistical analysis (including Kobo, Access, MS Excel);
  • Fluency in English and Arabic is required;
  • Strong analytical and synthesis skills;
  • Experience in managing groups and developing MEAL skills;
  • Experience in creating complaints and feedback mechanisms.

  • Salary according to level E1 of COOPI salary grid

  • Vacation: 1.25 paid leave per month
  • 40 hours a week.
  • 6 months contract and based on performance and funding, extend for a longer period of time.
