MEAL Coordinator - Ref #537

Job Purpose

The main role of the MEAL Coordinator (Monitoring, Evaluation, Accountability, and Learning) is to ensure effective implementation of the monitoring plans of the project. The MEAL Coordinator will supervise officers in the MEAL Department and will oversee the implementation of program accountability activities in line with adhered framework and standards. The MEAL Coordinator will report to the Head of Programs and work closely with other departments.  S/he will design and conduct monitoring and evaluation activities including baseline surveys, ad hoc assessments, and Program evaluations.

 

Responsibilities

  • Design and develop methodologies and tools related to the planning and monitoring, evaluation and capitalization of lessons learned, and accountability and reporting; and ensure that they are age/gender-sensitive considering IDP’s accountability.
  • Supervise the process of verification, distribution monitoring, and PDM in addition to the evaluation process and management responses.
  • Develop a monitoring, evaluation, Accountability and learning (MEAL) framework for the program, ensuring data systems established can measure progress against the program log frame indicators.
  • Promote the principles and practices of beneficiary accountability to staff, providing training and coaching in beneficiary feedback and other good practices, as required.
  • Following up with TPM about findings for corrective measures to be taken. 
  • Develop a monitoring calendar for the program for field visits and supervise the MEAL field team. 
  • Manage and follow up with the complaints and make sure all are addressed on time by the related focal points.
  • Design and manage the data collection and analysis for the baseline and endline surveys.
  • Work closely with the external third-party monitoring and external evaluator for the work plan, data collection methodology and reports with support from project coordinator. 
  • Follow up with all arisen issues to be resolved with the respective department in the appropriate way.
  • Highlight any monitoring findings to the project coordinator to take corrective actions accordingly. 
  • Doing any additional tasks might be requested by senior management in Turkey.
  • Keep track indicators to be achieved and highlight any delay or under performance comments to the project coordinator.

Minimum Hiring Requirements 

  • A Bachelor's Degree.
  • At least 4 years’ experience in a related department.
  • Demonstrated experience in designing monitoring, evaluation and learning systems, tools and processes in an international development context.
  • Demonstrated experience working with multiple partners and stakeholders.
  • Confident and proficient use in MS Excel, and some experience in the use of DHIS/use of mobile technology for data collection.
  • Previous experience in survey/ assessment, baseline and endline design, collection, and analysis.
  • Simultaneously managing multi-sectoral and multi-donor projects.
  • Excellent English and Arabic speaking/writing skills required.
