Public Health Officer - Beirut

Accountability and Complexity

  • The position requires a high level of independence and problem-solving skills
  • The job holder will have some decision-making authority within the scope of his/her job description; however, he/she needs to discuss decisions with the Health Program Coordinator and
  • The job holder needs to have a high level of communication skills and teamwork capacity

Health Facilities Supervision

  • Represent RI at the supported facilities (hospitals) and ensure efficient communication with RI’s PHOs and supported PHCCs under different projects.
  • The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness and objectivity when dealing with the beneficiaries under all circumstances. 
  • Create a link between RI’s supported health facilities (hospitals and PHCCs) to ensure that vulnerable families, sick children, pregnant women, etc. are receiving the appropriate care at RI’s supported facilities and are being referred to the appropriate services. 
  • Collect means of verification and essential paperwork from the facilities and ensure transparent and accurate billing of patients and RI.
  • Responsible for assisting the health facility staff in the development of the weekly & monthly reporting; in addition to collecting and compiling the weekly & monthly reports and submission to Program Coordinator on a timely manner.
  • Provide the needed support and assistance for the health staff located at RI’s supported facilities in order to deliver quality health services, in alignment with the programmatic plans and deliverables.
  • Ensure the implementation of rehabilitation services at RI’s PHCCs and support the centers in identifying qualified personnel.
  • Develop a capacity building plan for the supported hospitals and PHC staff, organize training and on-the-job coaching accordingly.

Team Management

  • Follow up and supervise the daily work of RI staff under your direct supervision (nurse, and CHWs) and provide the needed guidance. The job holder must ensure that the behavioral and technical competencies of the team as demonstrated on the field with the beneficiaries are up to the expectation of Relief International and in alignment with RI’s code of conduct.
  • Conduct Field Visits with the nurse and CHWs to monitor their work and interaction with beneficiaries while providing constructive feedback and support.
  • Build the capacity of the CHWs for active participation and control of communicable diseases, safe identification and referrals of GBV survivors and Mental Health illnesses, and malnutrition in their communities.
  • Ensure effective communication within your team to foster collaborative work environment and smooth referrals from community to PHCC, from PHCC to advanced diagnostic care and/or hospitals.
  • Ensure that the CHWs, nurses and medical administrator demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members, and any internal or external party; any incident or work-related conflict should be immediately reported by the team to the Public Health Officer.
  • Follow up on the team’s schedules and field visits and ensure high quality deliverables (data collection and regular reporting).

 

Coordination and Reporting

  • As needed, represent RI in external meetings at Bekaa or BML area including Health working Group, Nutrition Sector meetings, other ad hoc meetings.
  • Follow up on the daily implementation of the project activities and report any challenges to the Health Program Coordinator.
  • Coordinate internally with Supply Chain and Operation, Finance, Award and Partnership, MEAL and Safeguarding and accountability departments.
  • Coordinate with the Nutrition Coordinator and Mental Health colleagues to ensure necessary capacity building is delivered to RI’s team and referral process is error-free.
  • Perform any other task related to the LHF project when requested by the Program Coordinator.
  • The Job holder should ensure that any gaps, delays and concerns regarding implementation are directly reported to the program coordinator to identify corrective actions accordingly.
