Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
Objective 1: Supervise the implementation of programs in the assigned area, ensuring adherence to project plans, timelines, budgets and ACF guidelines and protocols

Support the Programme Managers to establish effective work plans, provide regular monthly follow-up on every project, and pre-identify/respond effectively to constraints and restrictions in implementation;
Ensure the incorporation and adherence to the technical departmental strategies, supporting the Ops Co in reporting on BSC targets, and mission strategic framework targets.
In coordination with the Operations Coordinator and the Technical Departments at the Coordination level, develop and manage the activity progress reporting (APR) of the projects at the sub-national level, ensure key indicators are met and followed, and ensure that effective tools are used to plan, manage, and report on progress; propose solutions and support implementation. Ensure close budget and PPP follow -up in coordination with the Operations Coordinator.
Assist in the definition and improvement of inter-departmental collaboration, utilizing technical and MEAL departments, to improve operational effectiveness and quality of service delivery
Monitor and analyse the logistical, administrative, financial and human resourcing being used within the programmes, recommending streamlining options and improvement of processes to the Operations Coordinator and the Base Management Team
Ensure supervision and close teamwork between the Project Managers and his/her teams in relation to the proper implementation of activities
In coordination with the Ops Co and Coordination teams, support the technical teams in ensuring archiving compliance and control on technical documentation.
Objective 2: Ensure the Quality of Reporting & Analysis of Programming and Program Development (15%)
Tasks
Provide technical guidance to program staff to ensure high-quality program development and implementation.
Ensure the development impact analysis processes, including needs assessments, risks analysis, relevant SMART outcomes indicators and adequate sources of verification, and impact evaluation reports – supporting the lead PM & MEAL Manager in their developme

Utilise tangible lessons learned and learning outcomes derived from project and program MEAL activities to build quality-focused proposals in coordination with the Operations Coordinator, Technical Coordinators and base team
Support in the development of new programs to meet the needs of the most vulnerable Households by supporting the needs assessments, the definition of programs and projects objectives, outcomes, geographical area of intervention and the integration of cross-cutting issues.
Submit regular reports to Operations Coordinator and ensure the proper submission of monthly reports by the Project Managers – APRs, Donor Reports, etc
Support the Project Managers to develop appropriate reporting tools and submit them on a regular basis
Ensure the preparation of intermediate and final reports to the donors in coordination with PMs, Operations Coordinator, and Grant Manager
In coordination with the Operations Coordinator and the MEAL Manager ensure regular and consistent data is collected against each indicator in logical frameworks
Ensure that accountability processes are incorporated in the activities and implementation of programming at the field level, reporting back on these to the MEAL Manager, MEAL Coordinator, and Operations Coordinator.
Objective 3: Team Management and Human Resourcing (35%)
Tasks
To be the direct line manager of Programme Managers in the Technical Department, with the Operations Coordinator maintaining a functional link and overall line management
To ensure that the Programme Managers implement activities in line with technical guidelines and requirements established both organizationally and those established at the coordination level
Provide development plans and appraisals for the Programme Managers to ensure their capacity is built and their performance is improved
Organize regular project meetings when needed, minutes reporting, team communication and team building activities
Participate in the Human Resources definition for departments and ensure the best candidates are selected for the implementation of activities
Objective 4: Representation and Stakeholder Engagement (10%)
Tasks
Under the guidance and direction of the Operations Coordinator participate in the sub-national Working Groups on technical issues as and when needed
Liaise with partners at field level about the technical approaches in coordination with the Operations Coordinator
Initiate technical discussions at the field level with other stakeholders and actors, creating technical advocacy, improvement of coordination mechanisms, referral mechanisms, and delivery of service
Stand in for the Operations Coordinator during his/her absences and support and guidance from the Country Director and Coordination team
Support the Programme Managers in coordination with national and international stakeholders throughout the implementation of the programming, coordinating with the Operations Coordinator and other departments to ensure a common message and position is relayed effectively and clearly
Objective 5: Support humanitarian activities of Action Against Hunger (10%)
As and when needed, provide coverage for Emergency Response activities and support the delivery of assistance directly at the field level
Ensure a regular and consistent field presence for daily activities and remote locations
Objective 6: Gender & Safeguarding
Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy in our programming

Objective 7: Security
Respect the security rules specified in the mission and base security plan and see to it that the team under his/her responsibility complies with the security plan and performs the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security-related information or noncompliance with the security plan
Qualifications:
- Solid technical and working knowledge of WASH and one or more sectors (an asset) of Action Against Hungers work – , FSL, Nutrition & Health
- Technical knowledge of departmental development
- Demonstrable knowledge of Logistical, Administrative, and/or Human Resourcing processes
- At least 3 years’ experience in a higher-level support function for INGOs/NGOs
- Demonstrable experience with project & programme cycle management
- Previous experience managing programs as either support or direct line management
