Call for Expert: In-Depth Analysis of Early Recovery Efforts in Syria

Context & Background

The Friedrich Naumann Foundation for Freedom (FNF) is the global platform for liberal values and politics. Established in 1958, it promotes individual freedom and liberalism through civic education, international political dialogue, and political counseling programs globally.

In the evolving landscape of humanitarian aid in Syria, early recovery has become the new framework through which international actors, including UN agencies, assess their actions. This shift reflects both the growing normalization of ties with the Syrian regime and a reduction in efforts to drive political transition, alongside a rapid decline in funding to Syria. However, key questions remain: What defines early recovery efforts in Syria, and how do they differ from reconstruction? What sectors are targeted? What challenges will arise, and what pitfalls must donors avoid?

 

This research paper aims to explore these critical questions, offering recommendations for international donors to navigate early recovery efforts effectively.

Scope of work:

1. Author a Research Paper on Early Recovery Efforts in Syria

Task Description:

     - Conduct thorough research on early recovery, differentiating it from reconstruction, identifying targeted sectors, and examining challenges for donors.

     - Provide actionable recommendations for international donors to avoid potential pitfalls in early recovery projects.

  Deliverable:

     - A comprehensive research paper (approx. 20-25 pages) that addresses the key areas outlined.

  

 

2. Advise on Policy Recommendations for International Donors

  

   Task Description:

     - Based on the research findings, provide expert recommendations tailored to international donors for effective implementation of early recovery efforts.

  Deliverable:

     - A concise set of policy recommendations (3-5 pages).

  

 

Research Areas 

The paper will address the following:

- An overview of the early recovery paradigm, distinguishing it from reconstruction.

- Identification of targeted sectors, industries, and geographic areas.

- Exploration of the challenges posed by early recovery and how donors can mitigate these risks.

- Key questions raised by early recovery efforts in Syria and recommendations for international donors to avoid common pitfalls.

 

Methodology

The research will include:

- A comprehensive literature review focusing on early recovery in Syria.

- Collection of data on early recovery projects and socio-economic indicators.

- Interviews with analysts, UN agency affiliates, and practitioners in the early recovery field, including Syrian and international NGOs.

- Drafting, reviewing, and finalizing the research paper.

 

Timeline Overview:

 

Weeks 1-2: Conduct literature review and start data collection.

Weeks 3-4: Continue literature review, conduct interviews, and draft a preliminary table of contents.

Weeks 5-6: Produce the first draft of the paper.

Weeks 7-8: Revise the draft and submit the final version.
