HR and Admin Officer (Ouzai)

Objective of the Role:

The HR Officer is the point of reference for all of the Borderless collective workforce. S/he is responsible for administering human resources activities and programs relating to recruitment and onboarding, payroll, and training coordination. This role provides advice and responses to queries regarding human resources policies and procedures within the organization and supports initiatives to enhance employee engagement and performance levels. The HR Officer contributes to the continuous improvement of Human Resources and the achievement of the organization’s vision and purpose.

Essential Duties and Responsibilities:

Ensure that HR policies and procedures are up to date, properly communicated, and consistently applied across the organization.

Implement and monitor adherence to organizational HR policies, ensuring compliance with local labor laws and donor requirements.

Maintain accurate and confidential employee files in both hard and soft copies, ensuring proper documentation is stored securely.

Update records with changes in employment status, salary adjustments, leave balances, and performance evaluations.

Lead the recruitment process, including drafting job descriptions, posting vacancies, screening candidates, and organizing interviews.

Facilitate new employee onboarding, ensuring they are well-briefed on organizational policies, benefits, and expectations.

Ensure compliance with donor requirements during recruitment and selection.

Coordinate HR activities to align with donor requirements, including reporting, compliance, and maintaining accurate documentation for audits.

Administer the monthly payroll process, ensuring accuracy in timesheets, salary calculations, and deductions.

Address employee concerns and promote a positive work environment.

Assess staff training needs in collaboration with department heads and organize appropriate capacity-building activities.

Coordinate internal and external training sessions and ensure employees have access to relevant learning opportunities.

Ensure performance reviews are conducted regularly, providing feedback and identifying areas for development.

Collaborate with department managers to develop employee development plans and monitor progress.

Maintain proper documentation of all HR-related activities for reference and compliance purposes.

Competencies and Skills:

  • Three to five years of experience in a human resources position or related position.
  • Organized and efficient in daily tasks.
  • Excellent verbal and written communication skills.
  • Creative problem solver who thrives when presented with a challenge.
  • Encouraging team and staff; able to mentor and lead.
  • Able to present company mission and history clearly and confidently.
  • Great “people-person” skills and professional attitude.
  • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, and training.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to make effective and persuasive speeches and presentations on controversial topics to top management, public groups, and/or the board of directors.
  • Excellent interpersonal relationship-building and employee coaching skills.
