Capacity Building Officer - Beirut

Job Overview

The Capacity Building Officer for economic recovery and development is responsible for supporting the design and implementation of training and capacity-building activities aimed at improving sustainably the economic resilience and income-generating opportunities of vulnerable households while addressing the root causes of the negative coping mechanisms mainly child labor.

This role involves working closely with staff of local partner organizations, stakeholders and other department within the IRC (Mainly Child protection team) and beneficiaries to develop sustainable livelihood strategies and ensure effective capacity development in line with program goals.  The CB will work closely with job counselors and employers to provide technical, design training sessions and provide continuous coaching ensuring that the program effectively economically supports families to improve their livelihoods and reduce child labor.

Major Responsibilities

  • Conduct training sessions on best practices in livelihood programming and strategies to remove and keep children off the streets.
  • Create and adapt training materials, toolkits, and resources tailored to the needs of the partners.
  • Support partner in developing cash program tools in line with operating procedure.
  • Support partners in designing and implementing M&E framework and tools to track program outputs and outcomes and to facilitate learning and adaptation ensuring that intervention is data driven and aligned with the evolving needs of clients.
  • Ensure accountability mechanisms are established and adhered to throughout the program cycle.
  • Conduct regular visits to monitor the implementation and to provide targeted support and feedback to partners.
  • Work closely with Job counselors to ensure effective career guidance enhancing the overall impact of the intervention.
  • Work with partners to promote decent working conditions among employers and develop checklist and guidelines that help assess and improve workplace practices.
  • Liaise with protection department and case managers to ensure an integrated approach in programming and a triangulation of data (M&E basis integrated impact).
  • Prepare regular reports on capacity-building activities, including progress, challenges, and recommendations.
  • Document and share lessons learned and best practices with partners to foster continuous improvement.

  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Key Working Relationships

  • Position Reports to: Field Manager
  • Other working relations: ERD coordinator, M&E officers , Program support officer, field coordinators, Finance and Operations teams.

Job Requirements

Education:

  • Bachelor’s degree in social sciences, development studies, education, or any related field.

Work Experience:

  • Minimum of 3-5 years of experience in capacity building, training, or a similar role, preferably within the context of child protection or livelihood programs.
  • Proven experience working with NGOs, community-based organizations, or other relevant stakeholders.
  • Experience in designing and implementing capacity-building initiatives for diverse partners.
  • Strong understanding of child protection issues and strategies to combat child labor.
  • Ability to work collaboratively with partners and build effective relationships.
  • Strong communication skills, both written and verbal.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with M&E tools.

Demonstrated Skills and Competencies:

  • A commitment to IRC’s mission, vision, values and IRC Way – Professional Code of Conduct.
  • Strong written and oral communication, effective in representation and liaison with external parties. 
  • Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical capacity.
  • Personal qualities: Works well in and promotes teamwork, is comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English required, Arabic a distinct advantage.

Language/Travel:

  • English and Arabic are required.
  • The position is unaccompanied and is based in Beirut with frequent travel to field sites in Akkar, Bekaa  and Mount Lebanon.
