Major Duties and Responsibilities
Leadership and Management
- Manage the assigned projects in order to meet the project objectives within budget and within the allotted timeframe
- Provide strong leadership to the WASH team , working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staff
- Work in close collaboration with the shelter Project Manager and Information Management Project Manager to jointly oversee implementation of activities
- Set clear objectives and indicators for activities in collaboration with the shelter and WASH staff, field managers and, where appropriate, with the local communities
- Continuously monitor and supervise WASH activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data
- Provide input into the integration of beneficiary participation and accountability in all aspects of the projects
- Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats, including ActivityInfo, Inter Agency reporting mechanisms and RAIS (UNHCR’s Refugee Assistance Information System)
- Oversee in collaboration with the logs department the smooth deliveries of the inputs
- Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers
- Assist with the identification of future areas for WASH interventions including assistance with WASH Assessments in terms of design and implementation.
Staff Management
- Line-manage staff of the assigned project(s) as well as any staff seconded by the partner(s), including day-to-day management and work planning
- In addition to above, for Medair direct staff provide appropriate appraisals and development planning
- Facilitate regular meetings to assist information sharing between project and partners’ staff, to ensure all staff members are aware of project objectives and current work plans, and to provide the opportunity for feedback
- Regular meetings with other Project Managers and Projects Coordinator
- Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for project related activities
- Assess the training needs of staff and ensure that appropriate training is conducted
Financial Management
- Manage the budget for the assigned projects and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance
- Make appropriate use of Medair online tools, including e-library, BOX, and reporting tools such as BVAs
Communication and Coordination
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned team, Medair and partners in-country, and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
- Participate in coordination meetings and other working groups or meetings as required, in Zahle or Beirut (or any new project location) representing Medair and feeding back to the staff and field managers on relevant issues
- Networking with WASH stakeholders within Medair’s area of operation and nationally to develop new approaches and uncover funding opportunities.
Logistics
- Support the logistics activities of the WASH parts of projects, particularly in relation to the purchasing of supplies and equipment for the assigned WASH activities
- Ensure procurement plans are developed for each project in coordination with the Logistics Manager
- Explain to the Logistics Officer the technical specificities of the expected material input and visit the suppliers in case clarification is needed
- Liaise, as necessary, with the WASH, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
Quality Management
- Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
- Work closely with the Information Management (IM) team to ensure that proper IT tools are in place for project implementation and monitoring / evaluation
- Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (i.e. Sphere and HAP standards)
Delegated Responsibilities
- Management of the assigned project, ensuring implementation is in line with the time frame, budget, staff resources and quality set out in the relevant project proposals.
- Authorisation of expenditure on applicable budget lines up to $5000.00 USD
- Line management of assigned staff, including recruitment, performance monitoring, compliance to HR policies and procedures.
