WASH Senior Officer BML / BEKAA

Major Duties and Responsibilities

Planning: Identify and assess needs of vulnerable communities and design appropriate interventions

• Work with the WASH & Shelter Project Manager and WASH Manager to identify and select high-risk communities for new and on-going activities
• Development of innovative solutions on the identified needs of Medair beneficiaries
• Provide input into proposals, concept notes, technical guides, standard operating procedures and other documents for internal and external use
• Communicate with municipality, IS leaders and relevant households
• Establish agreements with relevant parties including beneficiaries, landlords, and suppliers to ensure clear communication of the project, its purpose, and stakeholder responsibilities

Implementation: procurement, supplier selection, ongoing technical advice and monitoring of activities

• Organize procurement documents for needed materials and services
• Work with Medair’s logistics department in a timely and efficient manor to select suppliers and contractors, evaluate bids, etc.
• Take responsibility of materials once left warehouse to field locations, monitor correct storage and use of materials at sites
• Provide continual technical expertise throughout implementation until completion of activity
• Oversee the quality construction of all water and sanitation structures and ensure good maintenance and sustainable processes are put in place
• Build strong community relationships
• Provide regular reports to the WASH & Shelter Project Manager and WASH Manager detailing progress against project targets, additions and deletions from active site list
• Maintain good relationships with suppliers and contractors and monitor service provision

Management: Line management of WASH Officers, Assistants, and Drivers

• Post-distribution, oversee WASH Officers and Assistants in work done side-by-side with beneficiary families as they implement WASH strategies
• Ensure the assigned WASH team members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions
• Conduct regular performance reviews of WASH Officers, Assistants, and Drivers

Coordination

• Work alongside assessment and distribution staff to ensure that activities are carried out in a timely fashion and that interventions are targeted to the most vulnerable
• Liase with Medair logistics department for procurement, stock requests, etc.
• Represent the WASH team at weekly Medair coordination meetings
• Represent Medair at monthly regional-level WASH working group meetings
• Attend bi-lateral meetings with UNHCR, donors, and other local WASH partners

Monitor and document effectiveness of implementation strategies and report future recommendations

• Document lessons learned from each activity
• Design post-distribution monitoring surveys and pre- and post-tests to monitor the efficacy and appropriateness of Medair interventions and work alongside Monitoring and Evaluation staff and WASH officers and Assistants to ensure their proper use.

• Establish worksheets to update records and monitor activities
• Ensure organized and updated records
• Be prepared to present information or reports on project activities upon request to the WASH & Shelter Project Manager and WASH Manager
