Purpose
The Recruitment Officer participates in all tasks involved in recruiting and onboarding employees, in addition to managing and monitoring the administrative aspects of the recruitment cycle. S/he provides recruitment and onboarding services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. S/he contributes continuously to recruitment needs on a day-to-day basis and ensure the information flow to his/her direct line manager. S/he implements human resources policies, procedures, systems, and tools in the field, and assist in training managers and staff on best practices in recruitment and onboarding.
Accountabilities & Functional responsibilities:
- Provides support throughout the full life-cycle recruitment process and works in collaboration with various units, teams or departments to identify and analyse recruitment challenges, methods and processes.
- Manages candidate relations up to the interview stage and keeps the recruitment panel abreast of any changes in candidates’ applications.
- Ensures interviews take place as standard, holding them with the line manager and leading in assessing candidate motivation and key competencies as well as basic human resources (HR) information, such as salary expectations, availability, etc.
- Takes part in evaluating recruitment activities and adjusts action plans and programmes accordingly, particularly during emergencies.
- For recruitment activities in delegations, calculates the salaries of new hires within the delegation and requests validation from management.
- Supports the evaluation of candidates’ files, conducts interviews and participates in selecting candidates.
- Is candidates’ main point of contact during the recruitment process and answers their questions, including on the outcome of their application; carries out administrative tasks (e.g. handling employee files and organizing language tests) with support from his/her line management.
- Is also the key contact for relevant and main stakeholders during the recruitment process and ensures that they are informed and aware about recruitment policies and procedures including best practices (diversity & inclusion, fairness, confidentiality…) and reports any breach.
Certifications / Education required:
- Bachelor's Degree in Human Resources Management; HR/recruitment diplomas or certification a strong asset.
- Certification in competency-based assessment or psychometric tools highly desirable.
Professional Experience required:
- Typically three to five years’ overall professional experience.
- Two to four years’ experience supporting recruitment services.
- Minimum one year carrying out assessment and selection (recruitment) activities.
- Experience in using and maintaining an application tracking system, preferably SAP SuccessFactors.
- At ease with developing and analyzing statistics and metrics.

What we offer:
- Salary Package: 2,037 - 2,926 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
- 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
- Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
- Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.)
- International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
- Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.
Additional information:
- Location: Beirut - Lebanon (with high possibility of traveling to our country offices in South & Bekaa)
- Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
- Type of contract: Fixed Term, 8 months (Renewable based on performance and need for position).
