Senior MEAL Officer

 

The Senior MEAL officer will be responsible for collection and documentation of monitoring and evaluation information. In addition, s/he will be responsible for ensuring high quality and timely inputs, and for ensuring that the projects maintain their strategic vision and that all activities result in the achievement of the intended outputs in a cost effective and timely manner. S/he will do the data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects. S/he will provide support the program teams through monitoring, data collection, data processing and analysis of the information. S/he will provide technical field support and training to the field staff and the partners staff in charge of data management and monitoring.

Main Tasks:

Monitoring and Evaluation:

  • Support all MEAL initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities.
  • Draft tools and their revisions as well as data collection procedures.
  • Contribute to the revision of monitoring and evaluation tools and train Program Teams on design and proper use of it.
  • Assist Program Teams in clarifying project information needs.
  • Support Project/Program Teams on ways to properly document, organize and capture program progress.
  • Suggest ways to facilitate data collection and the flow of data within Program field Teams.
  • Perform regular field visits to ensure the quality of data collected by Program Teams and to verify the accuracy of reported data.
  • Support and participate in program and project evaluations when needed.
  • Participate into data analysis and writing of monitoring and evaluation reports. Respect schedules and deadlines agreed upon with his/her Manager.

Data Management:

  • Support Program Teams regarding the preparation of database frames based on questionnaires and other data collection tools.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Provide methodological support to the Program Teams to ensure timely and high-quality data entry and processing.

Reporting / Communication / Representation:

  • Draw up and submit a weekly task report to his/her line Manager.
  • Support in editing reports sent by the partners before sending it to the donor.
  • Review and analyze weekly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  • Establish and maintain good relations with local participants, communities (populations) and local partners in the operational fields.
  • Represent Dorcas/Tabitha when asked to do so.
  • Ensure that tools and files are properly archived and secured.
  • Participate into learning workshops.

Requirements

  • Bachelor degree
  • Minimum 2 years of MEAL experience.
  • NGO working experience is mandatory
  • Able to work across departments to both ensure and follow-up on projects progress.
  • Knowledge in data collection tools and statistical software.
  • Fluency in English and Arabic. Excellent oral and written communication skills.
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work both independently and as part of a team.
  • Flexibility and adaptability with a high sense of humanitarian work.
