Job Purpose: The Field Officer will be responsible for the effective implementation of activities on the ground, ensuring that all tasks are carried out in compliance with project objectives and donor requirements. The officer will lead on data collection, data verification, and documentation while ensuring the quality and quantity of received goods match contractual agreements. The role also involves close coordination with local stakeholders and continuous reporting to supervisors.
Reports To: Response Coordinator
Major Activities:
1. Activity implementation:
- Execute field activities as per the project plan, ensuring timely and effective delivery.
- Work closely with local communities, beneficiaries, and partners to facilitate project interventions
- Conduct community outreach, awareness-raising, and engagement as needed for program delivery.
- Organize and manage distribution sites, ensuring safe and equitable access for all participants.
- Conduct assessments to identify the needs of affected communities and provide accurate data for response planning.
- Liaise with logistics teams to ensure timely procurement and delivery of goods to distribution points.
2. Data Collection & Verification:
- Collect data from field activities and beneficiaries, ensuring accuracy and consistency.
- Verify data and information against project indicators and goals, ensuring that field activities meet expected outcomes.
- Regularly update databases and reports with verified field data.
- Coordinate with the MEAL team regarding project data sharing and participants' complaints and feedback.
3. Documentation & Reporting:
- Maintain clear and organized documentation of field activities, ensuring compliance with donor requirements.
- Submit detailed daily/weekly reports on field progress, challenges, and outcomes to the Project Coordinator.
- Ensure all documentation is readily available for auditing and monitoring purposes.
4. Quality Check:
- Conduct visual inspections to verify that received goods and materials meet the agreed-upon quality standards outlined in the contract.
- Ensure proper handling and storage of goods to maintain quality until distributed to beneficiaries.
- Report any discrepancies in quality immediately to the line manager and procurement manager.
5. Quantity Check:
- Verify that the quantity of goods delivered matches what is listed in the supplier's delivery note and project contract.
- Maintain records of quantities received and ensure that these are accurately reflected in documentation.
- Notify supervisors of any quantity discrepancies and support in resolving such issues.
6. Coordination and Communication:
- Liaise with local stakeholders, community leaders, and other relevant partners to ensure smooth project implementation.
- Coordinate closely with other team members to ensure alignment in project activities.
- Maintain positive relationships with suppliers, service providers, and local authorities for smooth logistics and implementation.
- Coordinate closely with Center coordinators, to ensure the implementation of our safety and security protocols.
7. Compliance and Monitoring:
- Ensure that all activities comply with organizational policies, donor regulations, and relevant laws.
- Participate in internal and external monitoring visits and provide necessary support to evaluators or auditors.
- Identify and flag potential risks to the line manager.
- Ensure community feedback mechanisms are in place and that complaints are addressed promptly in coordination with the accountability team
8. Other Responsibilities:
- Support with the organization and implementation of distributions, workshops, and awareness-raising sessions.
- Participate in capacity-building sessions as required.
- Perform other tasks as assigned by the Project Coordinator or Response Manager.
- Report any security incidents or concerns immediately to the appropriate security focal points.
- Ensure personal and team safety, including during field travel, aid delivery, and while managing large crowds.
Education & Experience :
- Bachelor’s degree in a relevant field (e.g., Social Sciences, International Development, Humanitarian Studies).
- 2-3 years of experience in field implementation, preferably in humanitarian or emergency settings.
- Strong knowledge of data collection and verification techniques.
- Experience with quality and quantity inspections, especially in a humanitarian context.
- Excellent organizational skills and attention to detail.
- Ability to work independently and in a team, often under stressful conditions.
- Strong communication and interpersonal skills.
- Proficiency in using data management tools (e.g., Excel, Google Sheets).
- Fluency in Arabic and proficiency in English are preferred.
