To reduce public health risks and contribute to a life with dignity for Syrian refugees in Lebanon through working with poor people as a force for change in addressing the causes of poverty, suffering and injustice and alleviating their symptoms
job purpose
Oxfam in Lebanon is implementing emergency program to respond to the needs of the Internal Displaced People (IDPs) in Beirut, Mount Lebanon, Saida and North Lebanon.
This position will be part of an integrated Humanitarian programme in the Beirut and Mount Lebanon. The WASH component will include both public health engineering and public health promotion activities with the aim of providing comprehensive WASH assistance to vulnerable persons. This position will work in collective shelters and host communities to ensure community engagement with hygiene activities and practices.

key responsibilities
Programme Implementation:
- Support and conduct assessments and baseline studies to identify WaSH-related health risks and priorities.
- Provide direct management and oversight over the PHP activities executed by Oxfam directly and by the implementing partner.
- Implement PHP activities awareness activities and events in the collective shelters, including hygiene campaign, doing shows in schools and at community level distributions of non-food items and supporting the design, implementation and monitoring of Information, Education and Communications (IEC) materials.
- Together with the team, ensure regular contact with the beneficiaries is maintained in target areas including IDPs representatives, community members, with particular attention to vulnerable groups.
- Prepare and facilitate community consultations on project activities, and ensure this information is used to inform project activities and approaches.
- Provide technical resources and support needed to complete activities, including reviewing the quality of the hygiene promotion work and ensuring the activities stay within assigned schedules.
- Reflect on programme experience to contribute to PHP /WASH learning reviews and actively participate in the programme quality meetings.
Programme approach:
- NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and ensure these are applied in the implementation of PHP activities, including raising awareness and building the capacity of Oxfam staff on these standards and how to action them.
- Ensure accountability to beneficiaries, designing and implementing regular, transparent and two-way communication with Oxfam’s beneficiaries and key stakeholders, including IDPs representative.
- To support the mainstreaming ofgender into all activities including the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
- To support Safe programming, Protection and MEAL mainstreaming across all interventions.
Management
- Directly manage assistant PH promoters and volunteers, as applicable,
- Provide overall management assistant PH Promoters and volunteers, where applicable.
Coordination
- As requested, participate in WaSH field based meetings with other stakeholders, and coordination and communication with municipalities.
- To report regularly, verbally and in writing to the Project Manager.
