Senior Data Officer - EcoSec

Main Role

The Senior Data Officer holds the overall responsibility of setting up and managing beneficiary databases, cash projects data, financial data management, development of assessment tools while coordinating with the ICT department, data security and data analysis and visualization, under the Ecosec program. This position reports to the EcoSec Manager, with the IM Director overseeing the technical aspects.

 

Essential Responsibilities and Duties

  • Support in the development of scoring tools for different CVA and Livelihoods projects/interventions
  • Compile and analyze bank reports and financial reports
  • Write impact evaluation reports for the Baseline/Endline/PDM analyzed results and develop related dashboards
  • Enhance and develop various assessment tools
  • Coordinate with Disaster Management Sector PMER, WASH and Shelter teams for IM analysis support and information exchange processes
  • Manage and develop in collaboration and close coordination with the ICT department the different system components of the Lebanese Vulnerability Census
  • Provide reports and technical case studies to the Cash Center of Excellence
  • Coordinate with the Global Cash Hub on technical experience sharing
  • Participate in and provide input to the LRC’s Cash and Livelihoods technical working groups
  • Support in the development of tools to transit to a “One Program Approach”
  • Develop and maintain the programmatic information management related to EcoSec, in consultation with the Program Manager, including internal information flow;
  • Identify and obtain the needed data and information elements required to produce analysis and information products;
  • Create operational data management systems in coordination with ICT department when needed to enable effective analysis and monitoring including data quality control protocols and standards for validation
  • Support in making methodological decisions about how to conduct needs assessments and/or understand/interpret the results of assessments;
  • Produce visual information such as tables, graphs and other infographics in suitable format for reporting and illustration purpose;
  • Provide input to draft proposal, concept notes, briefings and reports;
  • Maintain data and information-sharing relationships within the humanitarian community (e.g. UN, Red Cross/Crescent and NGOs) ensuring that any data sharing is conducted under formal agreements and established protocols.
  • Work closely with the Lebanese Vulnerability Census Team to ensure consistency and inter-operability between assessment data and other operational data sets.
  • Create, in collaboration with ICT department where needed, a data base system to host households and individual’s registration data.
  • Create, in collaboration with ICT department where needed, registration data set from the existing assessment data.
  • Create, in collaboration with ICT department where needed, activity tracking and reporting tools for DM centers and activities.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.

Function Specific Skills

  • Strong mathematical & numeracy skills to analyze statistical information.
  • Intermediate understanding of databases such as SQL Server, SSMS and Tabular.
  • Understanding of reporting & data visualization tools such as Business Objects, Power Bi and Tableau.
  • Create models to gather new insights and predict possible outcomes.
  • Demonstrated information management skills.
  • Good knowledge of Python and R, as well as other programming languages.
  • Excellent analytical skills: the ability to identify trends, patterns and insights from data
  • Strong attention to detail.
  • Problem solving skills.
  • Ability to use a logical and structured approach to collate, manage and synthesize both qualitative and quantitative information.
  • Advanced Excel skills are required and experience with analytical software packages and GIS software is an asset.
  • Excellent written and oral presentation skills.
