Project Officer

Overall Responsibility 

The Project Officer will oversee the operational management of basic assistance and food security projects under the direct supervision of the Programs Coordinator. The role involves implementing all project activities aligned with the Project Cycle Management (PCM) framework, which includes planning, organization, execution, monitoring, and evaluation. The Project Officer will ensure that all activities are conducted with high quality and effectiveness, with a focus on Seasonal Projects, such as:

Winterization distribution of food and non-food items.

Ramadan food distribution.

Food security initiatives.

Cash Projects.

Any project under this sector.

The Officer will also ensure strong collaboration and coordination with our national partner.

 

Main Duties and Responsibilities

Project Management:

 

- Coordinate and collaborate with humanitarian relief teams to ensure timely delivery of emergency aid and project objectives.

- Manage and oversee daily implementation of emergency relief activities, ensuring resource efficiency and beneficiary-focused outcomes.

- Maintain detailed and accurate records of project operations, including needs assessments, logistics, and outcome documentation.

- Review and analyze reports from field operations, ensuring adherence to project plans and deadlines.

- Identify and address challenges in project execution, proposing solutions as necessary to ensure project success.

-Provide technical support to QRCS, offering expertise in emergency response planning and implementation.

-Perform additional tasks as needed to support overall relief efforts and project outcomes.

- Oversee daily management of the projects, including logistics, administration, and communication with beneficiaries.

- Regularly update and review project plans to ensure objectives are on track.

- Deliver high-quality project outcomes and coordinate training sessions for team members and partners.

- Travel frequently to project locations as required.

 

Reporting:

-Collect and report beneficiary information and project outcomes.

- Maintain regular communication with the Programme Officer through written and oral reports.

- Develop and manage records, such as progress reports, attendance logs, and success stories.

- Provide daily, weekly, and monthly updates on project progress.

 

Monitoring and Evaluation:

-Conduct regular field monitoring to ensure smooth project execution.

-Facilitate the work of the Monitoring and Evaluation coordinator by providing necessary documentation and access to beneficiaries.

 

Staff Management:

-Coordinate and evaluate weekly meetings with team members, including humanitarian assistants, volunteers, and activators.

 

Logistics, Finance, and Administration:

- Coordinate with relevant departments to ensure resources and tools are available for project activities.

- Follow QRCS and donor policies, including procurement and financial management.

- Track budget expenditures and coordinate with the media team as needed.

 

Security:

- Adhere to QRCS security policies and report any incidents to the security focal point.

 

Communication and Networking:

- Act as the focal point for QRCS in the field, building relationships with communities and partners.

- Attend relevant sector meetings and support network mapping of resources.

- Develop and maintain professional relationships with local stakeholders, including NGOs, government officials, and community groups.

 

QRCS Policies:

- Ensure compliance with QRCS policies, including child protection, media guidelines, and security.

- Report any misconduct with HR immediately.

 

Requirements:

- Bachelor’s or Master’s degree in Humanitarian Affairs, Disaster Management, Engineering, Business, or a related field.

- 2 to 3 years of overall experience in humanitarian aid, with 1 to 2 years specifically in emergency relief operations.

- Experience using data collection tools such as Kobo Collect for monitoring and evaluation purposes.

- Fluency in Arabic and English.

 

Skills:

- Proficient in data collection and management software (e.g., Kobo Collect) for monitoring and assessing project impact.

- Strong organizational and logistical skills for coordinating emergency response activities.

- Excellent communication and interpersonal abilities, with a focus on engaging effectively with vulnerable populations.

- High level of responsibility, cultural sensitivity, and proactive problem-solving.

- Strong reporting skills and proficiency in Microsoft Office and online communication platforms.

- Ability to adapt and work efficiently under pressure in dynamic humanitarian settings.
