Shelter Field Assistant

1- GENERAL OBJECTIVE

The Shelter Field Assistant, as part of the Shelter Team, works in Shelter activities, including, but not limited to, construction and rehabilitation of shelters, upgrading of sanitation facilities, and distribution of relief items and winterization kits at field level, in the framework of PU-AMI’s Program in Lebanon. S/he contributes to and is part of conducting surveys and collecting needed information from the field following the Shelter Program Manager and/or Shelter Team Leader’s guidelines. The Shelter Field Assistant spends most of his/her time in the field and is in daily and direct contact with beneficiaries. S/he works in close collaboration with team members of the Shelter and other departments, under the supervision of the line manager.

2- RESPONSABILITIES AND TASKS

ROLE AND RESPONSIBILITIES

1. ACTIVITIES IMPLEMENTATION

- Ensure the distribution of shelter relief items, winterization kits to beneficiaries in coordination with Logistic team and/or other partners;
- Assist in implementing shelter activities, included but not limited to rehabilitation and construction of shelters, rehabilitation and upgrading of sanitary facilities, and distribution of kits or other core relief item;
- Guarantee the respect of Minimum International Standard as communicated by the Shelter Team Leader and PU-AMI guidelines;
- Conduct needs assessment at field level, following the recommendations of the line manager;
- Develop Bills of Quantities (BOQs) for identified needs, detailing items, specifications, quantities, and quality requirements.
- Ensure respect of security rules and report immediately to the Shelter Program Manager/Shelter Team leader and Security focal point at the base any accident that may happen;
- Ensure compliance with PUI-AMI’s strategies and methodologies at field level, follow up and adhere to available SoPs and Guidelines;
- Facilitate beneficiary and owner agreements, explaining roles, responsibilities, and ensuring clear documentation.
- Advocate with property owners for rental support or free rental periods as part of the shelter rehabilitation program.
- Support the Shelter Team during rapid needs assessments (RNAs) and other ad-hoc tasks. Support other PU-AMII teams, if requested by the line manager;
- Participate in team workshops and lessons learnt seminars.

2. COMMUNICATION & FOLLOW-UP

- Serve as a point of contact for beneficiaries in the field, addressing inquiries and ensuring transparency in communication.
- Manage case referrals according to PU-AMI’s internal guidelines.
- Clearly communicate PU-AMI’s policies and maintain transparent relationships with community members.
- Report complaints from beneficiaries and follow up as needed.
- Conduct daily field visits to monitor ongoing activities and ensure alignment with project goals.

3. REPORTING

- Report any serious delay, problem or other relevant information to the Shelter Team Leader;
- Provide regular updates on activity progress, both daily and weekly.
- Collect, document, and report data on all activities using prescribed templates and processes.
- Participate in team meetings and contribute to assessments of challenges and achievements.

3- PRIORITIES OF THE DEPARTMENT
- Assess and report shelter needs in the areas of operation;
- Develop shelter assistance for People with Disability through the provision of new items;
- Update on yearly basis, or when necessary, unit prices through market study;
- Develop shelter needs assessment in current or new area of operation;
- Look for new initiatives that will enhance the implementation.

QUALIFICATIONS

MANDATORY REQUIREMENTS

Language skills: Fluent in Arabic, good level of English (desirable);

Education degree Bachelor of Civil Engineering/Architecture or relevant engineering degree;

Work experience: Experience in NGOs/private sector for 1 to 2 years

Knowledge and skills:

- Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities;
- Excellent geographical knowledge of the area of responsibility;
- Strong ability to prioritize, follow up and complete tasks;
- Strong communication and negotiation skills;
- Willingness and ability to travel within the area of responsibility.

Computer skills: Basic knowledge of MS Office software including Word and Excel

Other: Valid driving license (for 2 years minimum)
