Acted is a non-governmental organization (NGO) with headquarters in Paris, founded in 1993. Our vision is to establish a link between emergency, rehabilitation and development, and our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. With over 4,000 national and international staff, and over 340 projects implemented each year across 30 countries, Acted is now reaching over 6 million beneficiaries per year.

Acted has been present and registered in Lebanon since 2006, rapidly expanding its operations in 2013 to mitigate the impact of the Syrian refugee crisis on vulnerable populations in Lebanon. Acted’s teams are currently providing emergency assistance since the beginning of the war. Acted’s humanitarian interventions aim to ensure that the basic needs of vulnerable populations and host community households are met through integrated WASH and shelter assistance, as well as through the provision of conditional and unconditional cash transfers to the most vulnerable. In addition, Acted supports the efforts of hosting communities and local stakeholders that are affected by the crisis in ensuring continued provision of basic services to an increased population, as well as maintaining social cohesion.

Finally, through the REACH initiative, a global partnership with Impact Initiatives and UNOSAT, information management, assessment and mapping services are provided to the humanitarian community.  

Job Purpose

  • Under the supervision of the Country Security Officer and the Country Director, the Security & Liaison officer will be responsible for providing field-based security expertise, creating and updating maps, managing movement authorizations, maintaining compliance with security protocols, and fostering good relationships with local authorities to ensure operational access of Acted in Lebanon.
  • The role also supports the Country Security Officer in reporting and compliance efforts, training and mission support.
Objectives
  • Provide field expertise and informed analysis for movement management

Leverage in-depth knowledge of Lebanon’s security landscape to deliver precise analysis, guiding safe movement management and securing necessary authorizations for program operations.

  • Contribute to maintain the organization's good profile and liaison with Authorities

Build and sustain good relationships with local authorities to ensure access, effective coordination, and support for Acted’s mission in Lebanon.

  • Support the Country Security Officer in reporting and compliance

Support the CSO in reporting on context analysis, drafting security documents, and ensuring compliance with Acted’s security standards. Support in overseeing security measures, training, and contingency planning.

Duties and Responsibilities:
  • Access, movement management and tracking
  • Conduct regular access assessments analysis to plan and coordinate field movements, ensuring safe access to program sites.
  • Develop and distribute accurate movement maps for the planning of safe and secure field visits.
  • Track and monitor field movements, ensuring that all staff comply with movement protocols and report deviations or concerns promptly.
  • Advise operations teams regarding access to new or restricted areas of implementation.
  • Ensure that communication and reporting systems for movement and incidents are functional and effective.
  • Oversee the implementation of movement communication and incident reporting protocols.

 

  • Liaison and external relations
  • Establish and maintain good relationships with key stakeholders, including local authorities, security actors, municipalities, and other relevant parties.
  • Submit and follow up on Acted’s movements notification systems
  • Represent Acted in the field on all matters related to Liaison and Access, ensuring smooth and effective operations.
  • Keep management informed about any changes in local legislation or regulations that may impact Acted’s operations or INGOs in general.
  • Provide translation services for documents when required for coordination or external relations.

 

  • Information and data collection and analysis
  • Monitor the evolving security context, provide timely updates and share security reports.
  • Collect and analyse security-related information from various sources, including field staff, local and regional contacts, security NGOs, and social media.
  • Monitor communication channels and provide recommendations/updates in response to incidents or changes in the security environment.
  • Support the CSO in preparing necessary security reports.

  • Implementation of security & safety rules and policies
  • Track, report and document Security Incident Reports (SIRs) and provide follow-up actions as necessary.
  • Assist in drafting, updating, and implementing security and contingency plans, as well as Standard Operating Procedures (SOPs).
  • Ensure that all field staff are briefed on security rules and are trained regularly in safety protocols.
  • Ensure headcounts are conducted in a timely manner when needed
  • Any other tasks as required
  • The Security & Liaison Officer’s tasks are not limited to the above and may include other duties essential to the Security and Safety Department.

QUALIFICATIONS & SKILLS

  • Security qualifications and/or experience in field(s) related to security and security analysis or management.
  • Excellent knowledge of the geography of the Lebanese territory;
  • Strong analytical skills
  • Excellent communication skills (written and spoken).
  • Good organisational and prioritisation skills.
  • Proven mapping and navigation skills.
  • Preferably 2 years of work experience with an INGO in an emergency and/or development setting;
  • Ability to work under pressure.
  • Fluent in English and Arabic (written and spoken);
  • Proficiency with Microsoft Office products, especially Excel and Power Point
  • Strong interpersonal skills

Due to the emergency setting, the officer should be prepared to work beyond regular hours as needed
