Situation Overview

According to the Lebanese Ministry of Public Health, more than 3,200 individuals, including 200 children, have been killed, and over 14,000 injured, by Israeli airstrikes since October 2023.

On 31 October, Israeli forces launched a series of heavy airstrikes in Baalbek, while concurrently issuing evacuation orders targeting the entire Baalbek region and Tyre city. Tens of thousands of people, including many who had sought shelter in Baalbek from other areas, were forced to flee.

In southern Lebanon, more than 40,000 housing units have been destroyed across 37 villages, leaving thousands of families without homes. The Ministry of Public Health has reported that 15 hospitals are either out of service or partially operating and more than 180 health workers and rescuers have been killed.

Over 1.2 million people have now been displaced, including those internally displaced within Lebanon and those who have been forcibly displaced into Syria. One third of those internally displaced are children under 15.

Winter conditions have also arrived, and internally displaced persons (IDPs) in both official collective shelters and in informal shelters are increasingly vulnerable to winter-related health risks. According to the IRC’s latest Rapid Needs Assessments (RNA) and Key Informant Interviews (KIIs), which surveyed more than 13,000 IDPs across Lebanon, there is growing concern among displaced populations regarding their ability to endure the winter season.
