Senior MERL Officer- Dirasa and Makani Projects

The UNICEF-funded Dirasa Program and Makani Program aim to provide multiple, flexible pathways for out-of-school children, tailored to meet each child’s unique learning needs. These programs will be implemented in private and semi-private schools, as well as community centers, targeting out-of-school children and providing retention support for students already enrolled in schools.

The MERL Senior Officer is responsible for overseeing monitoring and evaluation (M&E) implementation, leading field data collection efforts, and training the project team. Key responsibilities include producing analytical reports, developing M&E tools, ensuring data quality, conducting field visits, documenting results, and reporting to both UNICEF and World Learning. Additionally, the role involves assisting with research design, data analysis, and other assigned tasks.

Main Responsibilities

  • Implement indicator-based monitoring (surveys, observation tools). Lead on all field data collection exercises
  • Train and support project team, including facilitators, to conduct surveys and observations in schools
  • Track the project deliverables and indicators, flagging any issues and concerns
  • Produce analytical qualitative and quantitative reports
  • Assist the project team in documenting lessons learned and reporting
  • Develop M&E tools as needed
  • Clean data and enter database and alert management to data quality issues.
  • Conduct regular field visits to oversee routine program monitoring activities. Ensure the quality and relevance of the project’s monitoring and evaluation design. Document qualitative data, success stories and lessons learned.
  • Document M&E results and produce periodic reports required by UNICEF and WL.
  • Report on the indicators in a timely manner.
  • Assist in designing and conducting research.
  • Assist the various program teams in data analysis.
  • Perform additional tasks as needed and requested

Required Qualifications

  • Competence in qualitative and quantitative study design and implementation
  • Extensive experience with monitoring program implementation using qualitative and quantitative approaches
  • Demonstrated experience using data analysis packages such SPSS and database management systems, preferably Access
  • Experience in developing and coordinating data collection, processing and analysis systems
  • Experience in monitoring and evaluating education and/or community development programs strongly preferred
  • Excellent Arabic language skills (reading/writing) and foreign language skills French or English
  • Excellent computer skills (outlook, excel, word, PowerPoint, video conferencing and online learning platforms).
  • Excellent communication and interpersonal skills
  • Assess challenges and make advised decisions. Commitment to work under pressure and to deliver within timelines.
  • Capacity to prioritize and good planning skills.
  • Capacity to work with different groups of people.
  • Capacity to report with evidence on indicators.
