Emergency Response Officer - Two Vacancies – North & Bekaa

General Overview

The Emergency Field Officer will implement daily field activities for assigned projects under the supervision of the Area Manager in North and Akkar areas. The role requires ensuring that objectives and tasks are delivered on time, with a focus on high-quality outcomes. The officer will work collaboratively with the team to prioritize needs, achieve targets, and provide clear and concise reporting on progress.

Main Responsibilities

  • Field activities implementation
  • Execute daily field activities for the project as per the guidance of the Area Manager, ensuring timely and quality delivery.
  • Collaborate efficiently with the team to prioritize objectives, meet targets, and communicate progress effectively.
  • Support project teams in assessing needs related to BA, WASH, Shelter, and FSL, as well as in implementing response activities.
  • Oversee and ensure the successful delivery of assistance at the collective shelter and community levels, coordinating with other field teams to achieve shared goals.
  • Emergency response for BA, WASH, Shelter, and FSL activities
  • Deliver identified services under different response modalities, maintaining high standards of quality and compliance.
  • Conduct visits to IDPs and affected populations in targeted locations to distribute food kits, NFIs, and other essential supplies in line with sector guidelines.
  • Implement emergency response activities for IDPs in collaboration with relevant sectors and DRR.
  • Assist in shelter management activities, including monitoring surveys and updating service mapping in coordination with DRR and DRM.
  • Oversee daily delivery of response services at the field level, ensuring proper compliance with verification processes and accurate reporting.
  • Engage and coordinate with communities, municipal focal points, and other relevant stakeholders to ensure smooth task implementation.
  • Quality monitoring, needs analysis, and accountability
  • Ensure that activities and approaches align with program objectives and remain relevant to the needs of the community.
  • Identify gaps, deviations, or unmet needs and propose appropriate adjustments to program activities.
  • Monitor the quality of interventions and collaborate with the MEAL department.
  • Identify and document good practices and areas needing improvement, suggesting updates to program tools and approaches.
  • Track and monitor all field activities and deliveries to ensure compliance with program standards and controls.
  • Reporting, archiving, and referral monitoring
  • Ensure accurate and timely archiving of all project documentation, including means of verification and technical reports.
  • Document challenges, lessons learned, and best practices to inform future programming.
  • Communicate effectively regarding feedback mechanisms to ensure accountability and responsiveness.
  • Coordinate with collective shelter focal points to implement and monitor shelter management activities effectively.

Skills and requirements

  • Strong organizational and reporting skills.
  • Proficiency in coordinating with multiple stakeholders.
  • Knowledge of emergency response activities and sector-specific guidelines.
  • Ability to monitor and ensure quality standards in field implementation.
  • Familiarity with MEAL processes and accountability mechanisms.
