Protection Project Coordinator ( Tripoli & Bekaa )

Job Purpose: This position will coordinate and support the implementation of Basmeh and Zeitooneh’s Emergency and Non-Emergency Response Program in Beirut and Bekaa. The Protection Project Coordinator will assist in leading project activities in close collaboration with various support departments to ensure timely and effective support. The PC will facilitate multiple interventions, including Cash Assistance and Emergency Assistance to vulnerable Internally Displaced Persons. The PC will also assist in monitoring budgets and providing operational support to ensure successful project implementation.

Reports To: Protection Coordinator

Major Activities:

Program Management (Implementation and Reporting):

  • Develop clear project mobilization and work plans with specific timeframes and ensure they are properly communicated with the Protection Coordinator and team members for guidance.
  • Coordinate protection activities, ensuring standards are met across case management and referral pathways for Child Protection (CP), Gender-Based Violence (GBV), and internal referrals (e.g., Shelter, Health, Livelihoods).
  • Assist in drafting and following up to finalize required Quarterly Reports and/or other project performance reports to the donor every quarter.
  • Provide progress reports to the Protection Coordinator every month while highlighting risk areas that might affect deadlines or quality of tasks, and propose solutions for effective program implementation.
  • Train B&Z staff on key protection areas (CP/GBV), case management, legal considerations, and referral pathways, ensuring compliance with Protection against Sexual Exploitation and Abuse (PSEA) guidelines.
  • Support cash assistance, including rent and emergency cash support, ensuring effective and compliant implementation within protection activities.
  • Use and update the Project Monitoring Tool (PMT) to track and ensure the coherence of project activities.
  • Ensure compliance with B&Z and donor regulations as they apply to the projects, and provide needed advice accordingly.
  • Assist in the preparation and submission of all required reports to external stakeholders.
  • Support the development of Standard Operating Procedures (SOPs) and tools to aid implementation and monitoring.
  • Ensure high-quality closeout of projects and regular updates of project files.

 

Technical Direction:

  • Review short- and long-range plans for delivery of project services (PSS, GBV case management, basic needs assistance) and guide staff to improve planning and delivery.
  • Analyze project databases to report on key indicators and suggest improvements when applicable.
  • Support capacity-building activities to enhance the skills of staff in the delivery of protection activities.
  • Mainstream B&Z policies, including SGP, PSEA, CP, and Gender Policy, among project staff.

Contribute to Program Development:

  • Assist in contributing to protection program development initiatives as requested and whenever needed.
  • Support the assessment of the Protection needs of populations affected by the conflict.
  •  Stay up to date with all country-specific response plans by donors active in the Protection sector and other key actors.
  •  Provide input and assist in writing proposals and concept notes, including technical and budgetary input for new project designs.
  • Facilitate communication and coordination with key donors regarding protection programs.

Internal and External Coordination: 

  • Develop and maintain strategic relationships with local partners and authorities.
  • Keep the Protection Coordinator informed regarding developments and emerging issues related to project implementation.
  • Stay updated on relevant protection policies and guidelines, and communicate necessary updates to staff for improved implementation.
  • Attend Protection Working Groups and technical meetings to build capacity and represent B&Z positively.
  • Ensure well-organized donor or stakeholder visits and responsiveness to questions.

Team Management and Employee Supervision:

  • Coordinate with project staff to ensure effective implementation, task delegation, and team collaboration.
  • Support recruitment processes for project staff in collaboration with HR.
  • Assist in organizing training and orientation activities to build capacity among project staff.

Work Coordination:

  • Reports directly to the protection Coordinator and Protection project manager.
  • Under the supervision of the Line manager, coordinate closely with internal support departments: Operations, HR, and Finance to ensure accurate spending, compliance, resource allocation, and planning.

Education & Experience:

  • A University Degree or Higher in a relevant field is required.
  • 3-5 of professional experience in humanitarian programming including in protection and emergency lifesaving response or equivalent combination of NGO sector experiences and education.
  • Experience in line management is required.
  • Experience in humanitarian training and facilitation – including desirable knowledge of designing and/or adapting curricula relevant to target groups.
  • Commitment to local capacity development and experience in engaging and working with local stakeholders in project design and implementation.
  • Proven ability to work cooperatively with colleagues from other departments in a team environment, and to lead a diverse group of people.
  • Understanding of participatory methodologies for project design, implementation, and evaluation.
  • Good organizational and project management skills.
  • Working understanding of procurement, administration, and finance systems.
  • Demonstrated familiarity with MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Show great initiative and be able to work well in a team and independently.
  • Demonstrate knowledge of the Syrian conflict context and understand project needs.
  • Commitment to a high level of confidentiality with sensitive information.
  • Proficiency in Arabic and English language written and spoken is essential. Excellent written English is desired.
