Finance Officer - Re-advertised

Under the guidance and direct supervision of the Finance Coordinator, the Finance Officer will be based in Beirut HQ. He/she ensures timely and accurate internal and external reporting and compliance with Amel’s policies & procedures, and external donor policies and requirements. For that purpose, he/she will work closely with the Program team as well as the procurement and the HR department.

The Finance Coordinator will be accountable and responsible to ensure effective internal control system, accurate accounting, and financial reporting in compliance with projects framework financial guidelines and have the ability to manage a variety of projects simultaneously under minimal supervision is required. The job requires a great deal of multi-tasking and the initiative to complete tasks and problem solve as appropriate. 
 

Tasks and Responsibilities:

  • Ensure internal control procedures are followed for all cash disbursement, exchanges, receipts and transfers.
  • Check and approve supporting documentation before proceed with payments to suppliers and third parties
  • Check and approve financial entries to ensure correct coding and documentation.
  • Prepare monthly, quarterly, semiannually, or annually financial reports for review and submission.
  • Conduct financial review together with project coordinator to assure that the financial entries are in line with the budget forecast.
  • Prepare monthly bank reconciliations for the projects in charge.
  • Reviewing daily spending in accordance with financial guidelines of donors.
  • Receiving monthly budget situation from Accounting Department for review.
  • Ensure that established financial policies and procedures are strictly adhered to.
  • Ensure timely and accurate submission of financial reports in coordination with Program/Project Coordinators.
  • Generalize the use of an accounting software among the finance department.
  • Support capacity building of the staff (HQ and in the field) in relation with finance management.
  • Support the fundraising officer and the program/project coordinators in developing budget and contribute, in close collaboration with the Executive Director, to the approval of the budgets.
  • Represent the organization to donors and respond to donor recommendations in areas of finance management.
  • Liaise with auditors on an ongoing basis and ensure timely development of audits and reports as per donor requirements.
  • Analyze the financial situation of the organization, develop recommendations to ensure financial sustainability of the whole organization and contribute to their implementation.
  • Improve the stock management follow-up system (at HQ and in the field).
  • Administer the procurement of project goods in line with procurement guidelines of donors and regulate an inventory policy as a member of the Procurement committee.
  • Strengthen, implement and monitor Standard Operating Procedures (SOPs) related to financial and administrative internal and external controls (petty cash, procurement, purchase request/orders, reimbursement policies, etc.) in coordination with Executive Director.
  • Other duties as necessary.

Profile needed:

  • Bachelor Degree in Accounting, finance or business management
  • At least 4 years NGO Finance related experience
  • Prior experience with donors’ requirements
  • Able to work within a team
  • Very good written and spoken English and Arabic languages and communication skills
  • Organized with good in time management, and respect deadlines
  • Trustworthy
  • Analytical skills and accuracy
