Cash & Market Specialist

What we do:

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose:

Under the supervision of line / functional manager, Cash & Market Specialist 3 designs, plans, sets up, implements and monitors the Economic Security (EcoSec) Unit’s cash and market-based programmes in line with the country strategy of ICRC Lebanon. This position contributes to the quality delivery of the EcoSec activities according to ICRC defined standards, processes, and policies.

Accountabilities & Functional responsibilities:

Working under supervision and with support from Economic Security Generalist 3 or Economic Security Coordinator, has most of the following responsibilities:

  • Designs and adjusts data-collection tools.
  • Collects data using data-collection tools and devices.
  •  Enters data into and maintains the survey database and the EcoSec Project Management Tool.
  • Performs mid-level qualitative and quantitative data analysis.
  • Describes results and produces data visualizations.
  • Collects data using the household economy approach.
  • Leads market assessments and analyses and interprets the data collected in order to select and design response options (feasibility, methods and delivery of cash-transfer programming, transfer value, vulnerability and targeting).
  • Designs and implements market-based interventions and cash-transfer programme (service-provider selection and contracting, distribution mechanism, preparedness).
  • Integrates best practice in terms of accountability to beneficiaries throughout the programme-cycle design.
  • Carries out monitoring (e.g. encashment and market-price monitoring).
  • Contributes to analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC.
  • Contributes to internal reporting.
  • Takes part in expanding or strengthening the delegation's network of contacts among the population, the local authorities and/or other stakeholders.
  •  Contributes to organizing and providing capacity-building activities.
  • Contributes to providing supervision, guidance, support and appraisals for EcoSec staff at the B1 and B2 levels.

Professional Experience required:

  • 6 years of overall professional experience including minimum 3 years’ experience in a similar activity fields (cash transfer programming, market analysis, market-based programming).
  • Computer Literacy: Advanced computer skills.

What we offer:

  • Salary Package: 2'897 – 4'049 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.)
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

Additional information:

  • Location: Beirut - Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Type of contract: Fixed Term, 1 year.
  • Estimated start date: 2 January, 2024.
