Monitoring Officers - 3 months project

The main objective of the assignment is to coordinate and monitor activities implemented by UNICEF partners in collective shelters, informal settlements and host communities, which includes water and wastewater cost-effective solutions, installing toilets and showers, water trucking, distribution of WASH NFIs, desludging among others.

 

The Monitoring Officer (MOMO) will be present in the assigned area/ site(s) on a daily basis and will undertake the assignment in close collaboration with UNICEF field offices and the relevant Partners.

The MO will report daily to the UNICEF WASH Officer in UNICEF field office (through WhatsApp group established for this purpose) in addition to daily written reports. The frequency of reporting will adjusted by UNICEF as situation evolve

Key outputs include daily reports on visited sites with key findings that must be submitted at the end of each day and monthly updates to be submitted at the end of each month.

 

Particular activities include, but are not limited to:

  • Establish cooperative relationship with the Relevant UNICEF Field Office/s.
  • Establish cooperative relationships with the relevant partners, contractors  and communities.
  • Establish coordination with the respective focal points at shelters.
  • Monitor, on a daily basis, the implementation of activities to ensure compliance with the technical specifications/ standards agreed and with the agreed workplan of each partner.
  • Monitor work conditions on the construction sites, ensuring adherence to site safety and Decent Work principles.
  • Identify issues, blockages, misunderstandings or other possible misgivings occurring at community related components of the project and provide suggestions for corrective action.
  • Conduct site visits covering all assigned shelters at least one monthly
  • Verify partner reported results
  • Verify quantity and quality of services provided by partners and make recommendations regarding potential improvements
  • Verify WASH management arrangements in place and make recommendations regarding potential improvements
  • Collect informal feedback from IDPs regarding WASH service levels
  • Witness distribution of supplies and verify equitable reach
  • Coordinate with partners regarding the schedule of delivery of WASH services
  • Verify suitability of designs for additional WASH facilities in shelters
  • Support the Technical Supervision Team in promoting women’s involvement in the works.
  • The MO shall also be sensitized on the various GBV themes, and shall monitor the safety of the work sites from a protection aspect.
  • Maintain good communication channel with all stakeholders and report incidents in a timely manner.
  • Make sure all reports are submitted on time as per agreed schedule.
  • Perform other relevant tasks requested by the supervisor.

A minimum of a first level university degree in engineering with works supervision
experience; Experience in social facilitation / community engagement or related fields is
preferred.
Language: Excellent command of English and Arabic.
Experience: Minimum of five years of work experience in relevant field, preferably from
construction with a focus on Decent Work issues, and in facilitation of community engagement
and/or community development. Previous experience and familiarity with the communities in the
project location is considered an advantage
