Procurement Assistant - Tripoli

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

4. Specific Duties and Responsibilities

JOB RESPONSIBILITY 1: Procurement Support (60% of time)
- Assist in preparing and processing procurement requests, ensuring compliance with internal procurement guidelines and donor rules.
- Assist in the preparation and issuance of Requests for Quotations (RFQs), Requests for Proposals (RFPs) and Invitations to Tender (ITT), and other procurement documents.
- Support the procurement team in reviewing bids and proposals, ensuring proper evaluation based on established criteria.
- Maintain up-to-date records of all procurement transactions, ensuring accuracy and completeness.
- Prepare and issue purchase orders for approved procurement requests, ensuring all details are accurate and aligned with the terms of the requests.
- Prepare payment requests related to procurement activities, ensuring that all supporting documentation (invoices, delivery notes, contracts, etc.) are complete and accurate before submission to the finance department for payment processing.

JOB RESPONSIBILITY 2: Vendor Management (20% of time)
- Assist in identifying and liaising with suppliers and vendors, ensuring they meet CARE's requirements and standards.
- Maintain an up-to-date database of suppliers and contractors.
- Support in monitoring supplier performance and compliance with contract terms.

JOB RESPONSIBILITY 3: Inventory and Logistics Support: (10% of time)
- Assist in the tracking of procured goods and services, ensuring timely delivery and proper receipt of items. 
- Support inventory management by maintaining accurate records of procured items and assisting in stock audits.
- Assist in managing the logistics of delivery and distribution of procured goods.

JOB RESPONSIBILITY 4: Documentation and Reporting: (5% of time)
- Ensure proper documentation of procurement activities, including contracts, quotations, and delivery notes.
- Prepare reports on procurement status, pending orders, and supplier performance when required.
- Assist in preparing regular procurement reports for internal review and donor reporting purposes.

JOB RESPONSIBILITY 5: Compliance and Quality Assurance: (5% of time)
- Ensure that all procurement activities comply with CARE’s policies, procedures, and donor requirements.
- Support the procurement team in ensuring that procurement processes are transparent and accountable.

5. Qualifications / special skills or knowledge

• At least 2 years of experience in procurement or supply chain management, ideally in an INGO or a similar organization.
• Experience with procurement processes, including bid evaluation, vendor selection, and contract management.
• Strong organizational skills with attention to detail.
• Good communication skills in both English and Arabic (written and spoken).
• Proficient in Microsoft Office (Excel, Word, PowerPoint).
• Knowledge of procurement systems and software is an asset.
• Ability to work independently and as part of a team.
• Understanding of INGO procurement rules and donor regulations is an advantage.
• Integrity and commitment to the values and mission of CIL.
• Ability to manage multiple tasks and priorities in a dynamic environment.
• Strong problem-solving skills and the ability to work under pressure.

b. Experience: 

At least  1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Supply Chain

c. Academic background:

Bachelor’s degree in business administration, Supply Chain Management, Procurement, or a related field.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
