Desk Review and Gender Analysis
Background:
In July 2024, Oxfam in Lebanon (OiL) completed a national data collection for a gender analysis that explored the major needs, relationships, and differences between men and women in OiL’s areas of intervention, their access to resources, their activities, and the challenges they face relative to each other. The data collection tools looked into several areas of focus, including livelihood, employment, security and access to services and rights including Sexual and reproductive health and rights (SRHR) with the aim of determining common issues and threats and drafting recommendations to discuss, develop, and inform mitigation and response plans.
Data was collected from a total of 1200 Lebanese and non-Lebanese men and women in four different areas: Beirut, Bekaa, and Tripoli and Minieh-Donnieh (300 participants in each area) among communities that OiL works with under its different pillars.
Originally, data was also planned to be collected from South Lebanon, but the security situation from the Israeli war on Lebanon did not allow for it. Since the collection was concluded, the escalation in the aggressions between September and November 2024, has caused large-scale displacement and massive destruction, particularly across South Lebanon and the Bekaa regions. While many individuals remain unable to return to their homes, returnees have had to reconcile with new realities, as did communities that hosted the IDPs.
This rapidly changing context has undoubtedly affected the unique challenges and needs of women and men, necessitating an update to the gender data and analysis to capture emerging trends.
Objective of the consultancy
Oxfam in Lebanon (OiL) is looking for a gender expert to update, triangulate and analyze the gender disaggregated data collected by OiL and infer the gender trends, focusing on differences in access, power, and decision making, among men and women of different nationalities in Lebanon, among the rapidly changing context.
The objective of this consultancy is to:
- Perform a targeted data collection with 200 individuals (40 per area) previously surveyed for OiL’s 2024 gender analysis (contacts and data collection tool to be provided by OiL).
- Compliment and triangulate the data with a desk review of more recent reports and from within OiL surveys (to be identified by OiL) as well as on the national and sectoral levels (to be identified by the consultant).
- Produce a brief analysis report (10 to 12 pages) that synthesizes the findings, applying a gendered power lens to identify the differences and trends in the unique needs, access, and decision making of men and women.
- Lead on facilitation of a roundtable discussion, with the support of OiL, presenting the findings of the analysis report to local partners and Women Rights Organizations (WROs) to support in their learning of the common issues faced by women in the evolving context in Lebanon.
The roundtable with Oxfam's local partners, and mainly Women’s Rights Organizations (WROs), will be conducted to discuss the findings of the analysis report. The main aim is to present to these WROs the needs, threats, and specificities of each community they represent and serve, collect their feedback and collectively initiate the planning. The WROs will then build upon the priorities, threats, and needs discussed to decide on a mitigation and response plan that would alleviate the challenges and risks women face, creating an enabling environment where they can fully participate in and contribute to the development of their communities.
Expected Deliverables
The consultant is expected to:
- Review and update survey questions provided by OiL.
- Perform the data collection.
- Provide cleaned database (qualitative, quantitative).
- Write an analysis report of the findings in each of the areas of focus.
- Create a presentation of the major findings.
- Design a simple factsheet highlighting the main findings.
- Lead on facilitation of a roundtable discussion.
The consultant is expected to respond to two rounds of feedback by Oxfam on the analysis report.
Timeline and expected number of days

Consultant qualifications:
This consultancy should be led by a person (or persons/company) with:
- Extensive experience working on gender analysis assignments and on gender-related issues in Lebanon;
- Prior experience in qualitative and quantitative data collection and analysis;
- Excellent communications skills in English and Arabic;
- Ability to finalize assignment within provided timeframe;
- Availability to start immediately;
Payment and instructions for interested consultants
Payment details will be agreed upon during the contract negotiation phase.
Note that payment will be made based on the budget in the offer (not based on actual expenses incurred by the consultant). No receipts will be requested from the consultant towards the end of the contract.
Registration and official government documents are needed if applicable, noting that 8.5% will be deducted from the total amount if not registered for non-residential tax.

The process will be directed by Oxfam’s guidelines for the ethical conduct of evaluations and research, guiding the team of consultants through careful consideration of the key ethical implications at every stage of the harvest. DISCLOSURE:
Although free to discuss with the authorities on anything relevant to the assignment, under the terms of reference, the consultant is not authorized to make any commitments on behalf of Oxfam. All data collected as part of this consultancy belongs to Oxfam and public dissemination of the data and findings and recommendations can only be done with the written consent of the Oxfam. Data should be destroyed after a maximum of six months following the closure of the consultancy.
