FSL officer

The FSL officer will be responsible for the revision and implementation of the FSL component of the project, as defined in the Lebanon Crisis Response Plan and WHH priorities in the FSL sector. Furthermore, the FSL officer will design the programs along with the Department., support field implementation, monitoring, and reporting on current WHH Food Security and Livelihoods project in Lebanon.

 

 

 

  • Planning & Organization:
    • Supporting the management in following up on the status of
      implementation (of WHH and partners).
    • Tracking project progress and identifying potential roadblocks.
    • Managing project documentation, including contracts, proposals,
      and reports.
    • Supporting partners’ narrative reports and support them whenever
      necessary
    • Support to produce donor’s report.
    • Supporting the HOP in organizing review meetings, and sub-award
      close-out meetings by arranging the time and venue based on the
      availability of participants.
    • Arranging compliance monitoring visits at the partner premises,
      including making ground transport arrangements and arranging meeting
      venues.
    • Ensure that the monitoring visits reports are signed and filed
      properly after the visit.
  • Technicalities and Implementation:
    • Making sure that partners follow the humanitarian standards (CHS)
    • Support the partner and review of the curriculum, strategies, and
      any technical document.
    • Collecting and analyzing the gaps and opportunities in
      agricultural sector in Lebanon and initiating new agricultural need and
      assessments, context analysis in rural areas and value chain assessments.
    • Collect and analyze primary and secondary data related to the Food
      Security and Livelihoods sector in Lebanon;
    • Identify the needs of the most vulnerable populations through a
      literature review, stakeholders’ coordination and design and
      implementation of relevant needs assessments;
    • Monitor the implementation of the FSL mission strategy, its
      revision and its cost effectiveness.
    • Understand the humanitarian situation regarding FSL and nutrition,
      the context of intervention and analyze the FSL humanitarian situation.
    • Support the team and the partners with any innovative design,
      study and intervention.
  • Communication & Collaboration:
    • Keeping stakeholders informed about project progress, issues, and
      changes.
    • Building and maintaining positive relationships with team members.
    • Supporting the management in identifying guest-speakers and
      experts
    • Ensuring that project visibility activities and key messages are
      aligned with the project’s communication strategy, WWH guidelines, and
      partners’ requirements.
    • Managing the visibility of events and conferences for local NGOs,
      INGOs, and local communities Coordinating with WHH Communications team on
      preparing material.
  • Monitoring and Evaluation
    • Conducting initial reviews of partners’ deliverables to determine
      if they meet the bare minimum requirements before forwarding deliverables
      to programs.
    • Maintaining the partners’ files electronically and in hard copies,
      including filing all appropriate communication and maintaining the
      sub-award tracker capturing all requirements throughout the partnership
      life cycle, including reporting and monitoring schedules, partner
      deliverables (including both programmatic and financial reports).
    • Coordinating with the HOP and MEAL department to make sure all
      MOVs are submitted by partners and report to the HOP.
    • Supporting the HOP in documenting any lessons learned.
    • Receiving and channeling Feedback received from the partners.
  • Administrative Support:
    • Ensuring compliance with project methodologies and organization
      standards.
    • Contributing to project-documentation and filing systems.

 

Essential Requirements:

    • Master degree in a related field (e.g. Business, International
      Development, Economics, Agriculture, Food processing, …)
    • At least 4 years of experience working in livelihood projects
    • At least 2 years’ experience working with international
      organizations

 

Desirable requirements:

    • Excellent interpersonal skills for working in multi-ethnic
      environment
    • Excellent moderation skills
    • Proven experience in project work, knowledge of project management
      terminology
    • Prior experience in delivering tasks according to tight deadlines
    • Good skills in anticipating problems and developing solutions
    • Excellent organizational and planning skills
    • Ability to work on own initiative
    • Ability to deal with administration and documentation
    • Willingness to travel frequently to rural and vulnerable field
      locations, including camps
    • Problem solving skills
    • Excellent conduct of English written and spoken
    • Computer literacy, particularly in Microsoft Office programs such
      as Word and Excel as well accounting packages & other database
      competencies
    • Desirable 2 years of job experience relevant to the function, in a
      comparable environment with non-governmental organizations;
    • Working in value chain support interventions or agriculture
    • Working knowledge of ODA systems and international donor
      regulations
