Human Resources Coordinator

Main responsibilities

The HR Coordinator will be specifically in charge of:

  • Defining and supervising the implementation of the mission’s human resources set-up.
  • Defining, adapting, planning, and supervising the implementation of the mission’s human resources frameworks, procedures and policies while respecting the local context, local legislation and MdM policies and values
  • Recruiting, training, and managing a HR team
  • Support partner
  • Providing technical support to operational staff on the HR management of the mission.
  • Look after staff wellbeing and ways to support staff. Lead adherence to and implementation of the MdM Internal Regulations, MdM Anti-Corruption Policy, MdM Gender Policy, MdM Protecting Children and Vulnerable Adults policy and the MdM PSEA Policy.

Working relationships

  • Hierarchical link: Deputy General Coordinator in charge of Services Support
  • Team under her/his direct supervision:
    • 1 HR Officer
    • 1 Support Assistant
  • Functional link with: Finance & HR Supervisor (based in Zahle)

Roles:

  1. Human resources management
  • HR Strategy & Compliance:

Update the mission’s HR strategy aligned with the overall mission strategy, local HR regulations, and MdM HR protocols.

Ensure compliance with local labor laws, MdM values, and global policies.

  • HR Structure & Organizational Planning:

Participate in discussions on HR setup and recommend adjustments as needed in the management level.

Update and maintain the mission's organizational chart, ensuring clear definition of roles and responsibilities.

Draft and revise job descriptions in collaboration with coordinators.

  • HR Budgeting & Planning:

Identify HR needs and contribute to project proposals and amendments in collaboration with the Deputy General Coordinator in charge of Services Support.

Update and monitor the HR budget, including payroll, training, benefits, and travel, in coordination with the Deputy General Coordinator in charge of Services Support.

  • Salary Policy:

Implement and monitor the salary grid aligned with MdM policies for national staff in collaboration with the Deputy General Coordinator in Charge of Services Support.

  • HR Policies & Frameworks:

Define, update, disseminate, and supervise the implementation of HR contractual frameworks, including internal regulations, conditions of employment, medical policies, and PSEA policies.

Ensure the follow-up and compliance of employment contracts, collaborating with HR management companies where necessary.

  • Legal & Payroll Management:

Prepare monthly salary data, including payroll, income tax, and social security statements.

Monitor and address HR legal issues in coordination with MdM’s legal counsel.

  • Expatriate HR Framework:

Define and supervise HR frameworks for expatriates, including visa processes, housing policies, and relevant tools and rules.

  • Health & Psychological Support Services:

Identify and manage health insurance services for national staff and their dependents in collaboration with the medical coordinator.

Establish and oversee psychological support services.

  1. HR Tools & Processes
  • Development & Maintenance:

Develop, update, and supervise the implementation of HR tools, including databases for contract monitoring, leave plans, and more.

  • Recruitment:

Establish and ensure adherence to recruitment processes.

Supervise and execute recruitment processes, including job advertisements, candidate profiling, and onboarding.

  • Performance Management:

Deploy and monitor staff evaluation schedules (integration briefings, end-of-trial reviews, annual appraisals, exit interviews, etc.).

  1. Staff Development & Welfare
  • Training & Capacity Building:

Develop and implement training plans for national staff to enhance professional growth and mission success.

  • Conflict Resolution:

Advise line managers on addressing workplace conflicts, including those involving PSEA, adhering to local procedures and MdM protocols.

Manage disciplinary procedures in collaboration with line managers.

  • Staff Administration:

Supervise administrative processes, including contract preparation, onboarding, archiving staff files, and regular briefings for new employees.

  1. Team management & Capacity building
  • Recruit the staff under his/her direct or technical responsibility
  • Ensure proper induction, capacity building and job training to HR team members
  • Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility
  • Organise and conduct HR department meetings
  • Develop and conduct HR management training on specific topics (e.g. MDM Recruitment process, HR follow up table, etc.) to increase the MdM team member capacities and knowledge
  • Organise and realize presentation/information sessions on insurance policy, code of conduct, PSEA and Child abuse policies
  1. Communication & Reporting
  • Liaise with INGOs heads of HR Department in-country and actively participate in interagency coordination meetings, HHIF.
  • Provide strong oversight and/or capacity building to MdM local partners on HR aspects and responsibilities if required.
  • Ensure the proper archiving of MdM Local HR reports

Conditions of the job:

      Position based in Beirut. Regular field visits to sites of intervention or assessment

Skills:

Education and experience

  • Bachelor’s degree in Human Resources Management  
  • At least 3 years of working experience in a humanitarian context as HR coordinator or in HR management.
  • Training and capacity-building experience

Technical

  • Adapt schedules according to priorities and unforeseen events
  • Read, construct, and analyse a budget and carry out budget monitoring
  • Conduct professional interviews (recruitment, guidance, etc.)
  • Design, formalise and adapt procedures / recommendations relating to HR
  • Analyse and structure a pay and staff administration process
  • Identify and look for pay errors and their causes, and resolve them
  • Understand and interpret the legal administrative framework for staff and the MdM rules
  • Design and analyse remuneration methods and rules
  • Identify and analyse training and recruitment needs

Soft
