The Program / Department / Team

The Human Resources Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the HR services, namely; HR Administration, Policy Implementation, Recruitment, Selection and Placement & Organizational Development, Capacity Building and Career Development for Mercy Corps in Lebanon.

The Position

The HR Coordinator’s responsibility is to ensure the timely and efficient recruitment of employees for Mercy Corps Lebanon, while abiding by Mercy Corps Lebanon’s internal rules and regulations. Moreover, the HR Coordinator acts as the focal person for the onboarding of the new joiners whereby, he/she ensures that all team members adhere to MC Lebanon policies & Procedures including the policies of the Code of Conduct and the Safeguarding. Also, the Senior HR Coordinator makes sure that all team members receive MC Lebanon’s employee benefits and remain compliant to MC Lebanon’s Internal Regulation.  S/he is responsible for coordinating the day-to-day tasks. S/he is the focal point of maintaining personnel records, managing HR documents (e.g. employment records) and updating internal databases.

Essential Responsibilities

RECRUITMENT

  • Conduct all recruitment of national team members and ensure they adhere to the standard Recruiting Guidelines and Procedures of Mercy Corps Lebanon’s Employee Handbook, the Bylaws, and the Global MC Standards.
  • Ensure that fair and equitable selection and compensation decisions are made during the recruitment process, track and ensure progress against Mercy Corps’ commitment to equity, inclusion, and diversity, while helping raise awareness within the organization about the same.
  • Source candidates by headhunting for vacancies requiring a specific skill set.
  • Build a database with potential candidates for future openings.
  • Conduct Job evaluations and support hiring managers to update PDs when required.
  • Act as a point of contact and build influential candidate relationships during the recruitment process.
  • Complete all recruitment documentation in compliance with MC’s and donor regulations.
  • Ensure hiring managers and head of departments are regularly updated about the status of their relevant recruitment processes.

ONBOARDING

  • Lead on the implementation of the monthly orientation sessions to the new joiners.
  • Continuously work on updating the onboarding SharePoint site with new information and documents.

PERFORMANCE MANAGEMENT

  • With direct support from the Senior HR Manager, manage the performance reviews for all team members and ensure regular communications are sent in advance and received on time to promote positive engagement.
  • Proactively support team members with information, tools and resources regarding performance & objectives.
  • Maintain and keep the performance management tracker up to date
  • Track and follow up on all new hire probationary reviews. Ensure they are completed on time and that HR is engaged to support with issues arising from the team member’s suitability for the role.

ADMINISTRATIVE

  • Prepare the necessary documents (the Personal Action Forms (PAF) for new joiners and for existing employment changes, Note to File (NtF), etc.) and follow up on the process.
  • Prepare employment contracts for new joiners and addendums for existing team members.
  • Process letters related to Salary Certificates, Visa Letters, Recommendation Letters, etc.
  • Process the monthly Insurance bill in coordination with the related insurance company.
  • Ensure monthly submission of PAFs, changes in employment status and related documents to Finance Department for payroll.
  • Ensure monthly submission of timesheets for all team members, follow up with the changes and update the tracking sheet.
  • Follow-up on leaves and related documents.
  • Liaise with the Managers during the End of Project regarding contract end dates, employee accrued leaves, notification letters, PAFs, etc.
  • Maintain the filing system and ensure that it is compliant with MC standards (hard copies, soft copies, tracking sheets and HCM).
  • Create and update monthly organizational charts for each department and program.
  • Carry out the implementation of the exit procedure for leaving team members.
  • Facilitate developmental trainings/sessions (PWP).
  • Provide support when needed on the expatriate staff formalities’ application residencies and work permits. Track visa applications and visa renewals, accordingly, ensuring timely reminders of approaching deadlines.
  • Be an active member during the meetings (BVAs, HR regional meetings, etc.).
  • Represent the HR Manager at Senior Management Team meetings when he/she is away and share updates and opinions.
  • Support the HR Manager in updating MC Lebanon handbook, and other policies and memos.
  • Conduct both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Partner with the team members and different departments by communicating and coordinating the daily work to ensure the timely completion of tasks and at the same time remain compliant to MC Policies and the Lebanese Labor law.

SAFEGUARDING

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
  • Encourage openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options

Works Directly With: All Programs, Support teams, Regional & Global teams

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Bachelor’s degree or equivalent in HR Management or Public Administration or another relevant field
  • Minimum 5 years of experience in the HR sector, INGO experience preferred
  • Good understanding of the Lebanese Labor Law, recruitment practices and Performance Management
  • Well organized and detail oriented
  • Approachable, discreet, and confidential
  • Excellent oral and written communication skills
  • Excellent written and spoken English
  • Proficient in MS office is mandatory
