Call for ISO 22000 Implementation Consultant- Food System Challenge

Context & Background

Berytech is a leading organization in Lebanon's Entrepreneurial Ecosystem that aims to provide a conducive environment for the creation and development of startups through incubation, business support, counseling, funding, networking, and company hosting. Hence, Berytech is taking part in the country's economic revival, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon.

About FSC PROJECT

The Food System Challenge supports businesses to solve core challenges of the food system in Lebanon, and more specifically in the sectors of dairy and meat production (cow, goat, sheep), cereals and pulses (and its by-products), protected horticulture (Classical green houses, hydroponics, and aquaponics), and domesticated edible herbs and plants.

The Food System Challenge is implemented by the World Food Programme (WFP) and Berytech through support from the German Federal Ministry of Economic Cooperation and Development (BMZ).

Throughout FSC’s previous and current cycles, the program supported over 40 SMEs to fortify the Lebanese food system to create a more sustainable ecosystem.

SME Background Ghallatouna is a Lebanese SME specializing in bulgur production and distribution, with a focus on sustainability and local agricultural support. The company seeks to strengthen its food safety protocols, align with international standards, and expand its market reach. This consultancy is a pivotal step in achieving these objectives, particularly through the implementation of ISO 22000 standards.Objective To provide end-to-end consultancy services that enable Ghallatouna to design, implement, and achieve ISO 22000 certification, ensuring compliance with international food safety standards and enhancing operational practices.Scope of work:

The consultant will be required to deliver the following services:

  1. Gap Analysis
    • Conduct a comprehensive review of existing food safety practices and systems.
    • Identify gaps between current practices and ISO 22000 requirements.
  2. Development of FSMS
    • Design a food safety management system tailored to Ghalatouna's operations.
    • Develop all necessary documentation, including policies, procedures, and records.
  3. Staff Training and Awareness
    • Train staff at all levels on ISO 22000 principles and FSMS implementation.
    • Foster a food safety culture within the organization.
  4. Implementation Assistance
    • Guide the implementation of FSMS across production and operational areas.
    • Conduct mock audits and provide feedback for continuous improvement.
  5. Certification Preparation
    • Prepare the organization for certification audits.
    • Address findings from pre-certification assessments to ensure readiness.

Duration

The selected Consultant is expected to start their activities as soon as possible after selection (the effective date is to be confirmed), and the contract duration is up to 5 months. Key Deliverables
    1. A detailed gap analysis report.
    2. Complete FSMS documentation meeting ISO 22000 standards.
    3. Staff training sessions and corresponding training materials.
    4. Internal audit reports and corrective action plans.
    5. Certification readiness assessment and recommendations for final audit.
Qualifications:

The ideal consultant/consultancy firm should meet the following criteria:

    1. Extensive experience in ISO 22000 implementation and certification for SMEs.
    2. In-depth knowledge of food safety standards and Lebanese regulatory requirements.
    3. Demonstrated ability to deliver staff training and capacity building.
    4. Proven track record of supporting successful ISO certifications.
    5. Fluency in English and Arabic for effective communication.

How to Apply

The selected Consultant is expected to start his/her activities soon after selection; the exact timeline and effective working days are to be set based on both the company’s and the Consultant’s availabilities. The total budget allocated for the intervention is between $4,000 and $4,500.

Candidates should submit the following documents.

  • Technical (maximum two pages) describing the methodology to conduct the work based on the content suggested in the section: “Scope of Work, Duration, and Deliverables” elaborating it further.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs should be included as an annex) along with project references on the topic.
  • Financial Proposal describing the expected remuneration and the proposed timeframe of the intervention. Quotations in response to this RFP must be priced on a Level-of-effort (Number of working days) term contract, all-inclusive basis, including delivery and all other costs. Pricing must be presented in USD and offers must remain valid for not less than 30 calendar days after the offer deadline. Offerors are requested to provide quotations on their official quotation format or letterhead.

**The firm/consultant is required to perform a pre-assessment visit/call to the business before submitting the proposal to assess and quote accordingly**
